This research entitled, “Consistency of the Sub-district Health Funds and Community Health Situations in an Area of the Upper North”, was designed to study the state of implementation of Sub-district health funds, to study the consistency of the Sub-district health funds implementation, and to study the community health culture; it is a quantitative research, the data of which were collected from sub-district health funds administration committee, and to study community health culture, and secondary data were collected from health implementation plan of the four establishments in an area of the learning centers for the sub-district health funds administration for a total of 51 units in the eight provinces of the Upper North. The data were analyzed by means of descriptive statistics, and for a qualitative research the data were collected from those who used health service in an area of the learning centers for sub-district health funds administration in the eight provinces in the Upper North through in-depth interview. The data were then tabulated and classified into category, which were rationally explained and analyzed to find out their linkages to one another in order to answer the research questions.

Results of the research were as follows:

1. The state of sub-district health funds implementation was rated at a high level, especially the participation of sub-district health funds administration committee, knowledge and understanding of the sub-district health funds administration committee, and their strong determination were all rated at a high level, respectively.

2. The consistency of the Sub-district health funds implementation and the community health situations was rated at a high level, especially the integrating of the performance of sub-district health funds and the sub-district health funds implementation plan that responded to the community health was rated at a low level.

3. The community culture had something to do with the physical development and progress of community; and communication, transportation, positive and negative nutrition, community internal relationship, and relativeness were all concerned with overseeing and managing the collective health inside community; and the folk wisdom was important to overseeing and enhancing health, disease prevention, medical treatment, and health rehabilitation in normality of the community people daily lives.
