The Problem in Construction Which Are Against Building Control Act Case Study : Local Administration in Lumpang Province

This study investigated the construction problems against building control act of local administration are a district of Kelangnakorn, district of Pichai, district of Khoe-Car and sub district administrative organization of Nong-lom in Lumpang province. The purposes of this study are to investigate the construction problems, to analyze a cause of problems which are against building control act of local administration and to analyze a solution of the problem. The research tool are investigating the actual data from real places, collecting data from the documents of the local administration in the study area, and structured interview, then classification of the problem, arrange the priority of the problem, cause of the problem, and analyze solutions for the problem.

The results showed that the nature of the problem is divided into 4 cases which are construction without legal permission (56.53%), incorrect site plan (26.44%), construction out of drawing permit (16.41%), and permitting not match the responsible departments (0.62%). The cause of construction problems against the building control are the understanding of agent with building control act, Ignorance of the people, and intentionally construction against building control act. The solutions of the problems are agent training, public relation and inform the regulation and punishment of the building control act for people.
