The purpose of this research aimed to develop an empowerment evaluation model on research management and university community engagement of Uttaradit Rajabhat University (URU). Its process consisted of two parts: 1) to study the current status and the way to develop the evaluation model by reviewing the related literature, observing the real situation, conducting an in-depth interview and focusing group technique , 2) to develop the evaluation model by designing the model and its accuracy which was validated by 19 experienced experts. The empowerment evaluation model impremented in research management units (RMU) in URU, suitability and accuracy was evaluated by the sample RMU’ evaluation committees. The research data analyzed by employing content analysis, frequency, percentage, mean and standard deviation.
The finding pointed out that, in URU, there was research management system and sustainable mechanism, but there was not existing concrete evaluation model. An empowerment evaluation model needs to develop in order to accumulate more information that supported further research management and university community engagement. The result of development of an evaluation model found that the model (PIPOO) consisted of 5 main factors: 1)Program design evaluation (P), 2)Input evaluation (I), 3)Process evaluation (P), 4)Output evaluation (O), and 5)Outcome evaluation (O), with 9 indicators. The experts had a consensus that all dimentions of the PIPOO model were accurate and suitable, and it implemented and upon evaluation, It accepted by the majority of the sample RMU’ self-evaluation committees in all dimension ranging from propriety, accuracy, utility, and feasibility.
