การศึกษาความเป็นไปได้ในการจัดตั้งศูนย์วิจัยและพัฒนาโดยบริษัทข้ามชาติ

Abstract

การแข่งขันในระดับนานาชาติ จำเป็นต้องพึ่งพาเทคโนโลยีสมัยใหม่ทั้งในด้านฮาร์ดแวร์และซอฟแวร์เป็นหลัก การวิจัยเป็นเครื่องมือชิ้นหนึ่งซึ่งมีประสิทธิภาพในการสร้างองค์ความรู้เพื่อใช้ในการพัฒนาเทคโนโลยี แต่การนำองค์ความรู้ไปประยุกต์ใช้ในงานอุตสาหกรรมยังเป็นปัญหาอย่างมากสำหรับประเทศที่กำลังพัฒนาอย่างประเทศไทย เนื่องจากขาดความเชื่อมโยงกับภาคอุตสาหกรรม โดยเฉพาะอย่างยิ่งกับบริษัทข้ามชาติที่มาลงทุนในประเทศซึ่งมีทั้งเงินทุนและประสบการณ์ในงานวิจัยเชิงธุรกิจ ดังนั้นเพื่อศึกษาวิจัยความเป็นไปได้ในการตั้งศูนย์วิจัยของบริษัทข้ามชาติในประเทศไทย ซึ่งจำเป็นต้องทราบแนวคิดและเหตุผลจากผู้บริหารระดับสูงของบริษัทข้าม ชาติที่มีอยู่ในประเทศ สำหรับความต้องการที่แท้จริงจากการสนับสนุนของรัฐบาลไทยหากมีความประสงค์จะตั้งศูนย์วิจัยและพัฒนาขึ้นในประเทศไทย รวมทั้งทำการศึกษารวบรวมข้อมูลทุติยภูมิของปัจจัยที่เกี่ยวข้องกับการลงทุนด้านการวิจัยและพัฒนาเชิงมหภาค ในการวิเคราะห์ข้อมูลดังกล่าว ปัจจัยที่มีผลกระทบต่อการลงทุนด้านการผลิตของบริษัทข้ามชาติทั้ง 6 ประเทศโดย พิจารณา 6 ปัจจัยหลัก คือ ทรัพยากรมนุษย์ ทำเลที่ตั้งและพื้นที่ ความมั่นคงทางสังคมและ การเมือง การวิจัยและพัฒนาความเชื่อมั่นในการลงทุน และอุปสงค์ภายในประเทศ สรุปได้ว่า ประเทศไทยเป็นประเทศที่มีความเชื่อมั่นในการลงทุด้านการวิจัยและพัฒนาเมื่อมองจากปัจจัย ทำเลที่ตั้งและพื้นที่การใช้ประโยชน์ และปัจจัยอุปสงค์ภายในประเทศเพียง 2 ปัจจัย ดังนั้นเพื่อให้ การจัดตั้งศูนย์วิจัยและพัฒนาโดยบริษัทข้ามชาติในประเทศไทยมีความเป็นไปได้ โครงการวิจัยนี้จึงเสนอให้ออกกฎหมายพิเศษเพื่อบังคับใช้เฉพาะกรณี ซึ่งประกอบด้วยสาระสำคัญดังนี้ หมวดที่หนึ่งว่าด้วยการจัดสรรที่ดินเพื่อให้เป็นพื้นที่จัดตั้งศูนย์วิจัยและพัฒนาข้ามชาติ และหมวดที่สองว่าด้วยมาตรการแรงจูงใจให้กับบริษัทที่มาจัดตั้งศูนย์วิจัยและพัฒนาของบริษัทข้ามชาติและอื่นๆที่เกี่ยวข้อง อย่างไรก็ตามข้อเสนอแนะนี้ยังจำเป็นต้องมีการจัดสรรงบประมาณเพื่อทำการศึกษารายละเอียดถึงศักยภาพของความสามารถในเชิงการแข่งขันทางธุรกิจในอุตสาหกรรมที่เน้นเป็นยุทธศาสตร์ในการพัฒนาประเทศเพื่อให้ตอบรับกับการพัฒนาเชิงโครงสร้างการผลิตในภาคอุตสาหกรรม

FEASIBILITY STUDY FOR RESEARCH AND DEVELOPMENT CENTERS ESTABLISHED BY MULTI-NATIONAL CORPORATIONS

To compete with other nations on a global scale, our nation needs to rely heavily on high technology in both hardware and software. In technology development, research plays a vital role and has an efficiency to innovate and create knowledge. However, developing countries like Thailand are having a significant problem in applying research-based knowledge to their industrial sector because of difficulties in the industry-to-labor transfer of technology. A critical area of concern for Thailand regarding this problem is the level of investment by Multi-National Corporations (MNCs). Therefore, the feasibility for Multinational Co-operations established research center in Thailand should have the CEO’s of MNCs opinions about Thai government support to provide and serve their needs as well as in many countries such as Singapore, India, and China. Moreover, this research needs to gather and analyze all secondary macroeconomic data of factors associated with investment in research and development. To analyze the data described above, six main factors affecting MNCs investments in research and development in Thailand are compared with six countries by concerning in human resources, location and area, social and political stability, research and development, investment confidence and domestic demand. This research finds that MNCs confidence in investing in research and development in Thailand is promoted by 2 factors, which are location and space utilization factor, foreign investment confidence factor and domestic demand factor. The results from this research suggest that the Thai Government should launch acts or regulations to promote incentives to establish the research and development centers by MNCs. The main idea would be “These acts has to be set as the highest priority, which dominate any related acts or regulations, which are associated with operations of foreign companies, that contradict or divert from these acts”. However, with the above recommendation it is also necessary to allocate a budget to study the details of the potential ability to compete in business-oriented, specifically in main promoted industries.
