Abstract

Railway transport is one of the popular modes of transportation in developed countries, even though it is not as flexible as highway transport and as fast as air transport. But railway transport has low costs and environmental impacts. So, the government emphasizes on railway transportation by having an investment policy plan in many infrastructure projects to increase the efficiency of railway transportation. The efficiency railway transportation systems must-have good transport management taking into 4 elements, including 1) good organizational management, 2) potential personnel, 3) adaptation operations, and 4) sufficient resources. For the railway freight transport, the flat wagons or freight bogies are important resources that currently lacks in the systematic management and insufficient to be used. This research is focused on the problems and gaps in the operation of railway freight transport and the factors which are affecting the freight bogie service. This study was conducted by reviewing relevant researches and surveying at each station along the southern corridor. The results show the important factor that affects the freight transport service, firstly, the number of limited resources of freight bogies is less than the demand and the allocation of services are not yet systematic, secondly, the locomotive that has been used for a long time and rail track that the service is still the single track as 93.1 percent, which is a major reason that influence to the freight be delayed from the schedule. Thirdly, the lacking of using the information technology to work and collect data as a system that can increase the efficiency and effectiveness of the services to be competitive with other modes of freight transport.
