การประเมินประสิทธิภาพตัวแทนดำเนินพิธีการศุลกากรด้วยเทคนิคการวิเคราะห์เชิงโอบล้อมข้อมูล

บทคัดย่อ

ตัวแทนที่ทำหน้าที่ดำเนินพิธีการศุลกากรในการดำเนินการด้านเอกสารและสินค้าเข้า-ออกจากกรมศุลกากร เป็นผู้ที่มีบทบาทที่สำคัญสำหรับธุรกิจที่มีการนำสินค้าเข้า-ออกจากประเทศไทย เนื่องจากการดำเนินพิธีการศุลกากรเป็นกระบวนการให้ได้มาซึ่งสินค้า หากองค์กรใดสามารถจัดหาสินค้าได้ในต้นทุนที่ต่ำ มีคุณภาพและตรงตามเวลาที่ต้องการจะทำให้องค์กรนั้นสามารถตอบสนองต่อความต้องการของลูกค้าได้ดีกว่าทั้งในด้านราคาและความรวดเร็วในการส่งมอบดังนั้นการประเมินประสิทธิภาพของตัวแทนดำเนินพิธีการศุลกากรที่เหมาะสมจึงเป็นเรื่องสำคัญอย่างยิ่ง กรณีศึกษานี้มีจุดประสงค์ในการเสนอวิธีการประเมินความสามารถของตัวแทนดำเนินพิธีการศุลกากรโดยการใช้เทคนิคการวิเคราะห์เชิงโอบล้อมข้อมูล (Data EnvelopmentAnalysis : DEA) โดยเทคนิค DEA อาศัยการสร้างตัวแบบทางคณิตศาสตร์เชิงเส้นซึ่งไม่ซับซ้อนใช้แก้ปัญหาการประเมินความสามารถของตัวแทนดำเนินพิธีการศุลกากรได้ง่าย โดยใช้ข้อมูลของบริษัทที่เป็นตัวแทนจำหน่ายสินค้าอิเล็คทรอนิคส์แห่งหนึ่งซึ่งได้ติดต่อกับตัวแทนดำเนินพิธีการศุลกากรไว้ 4 บริษัทให้เป็นตัวแทนในการดำเนินพิธีการศุลกากร ในการประเมินประสิทธิภาพของตัวแทนดำเนินพิธีการศุลกากรทั้ง 4 บริษัทนี้ฝ่ายนำเข้าส่งออกได้นำปัจจัยนำเข้าคือ อัตราค่าบริการ อัตราสินค้าเสียหายหรือสูญหาย อัตราการส่งมอบผิดเวลา และอัตราความผิดพลาดของใบขนสินค้าขาเข้าเป็นเกณฑ์ ผลลัพธ์ที่ได้จากการประเมินบ่งชี้ว่ามีตัวแทนดำเนินพิธีการศุลกากรมีเพียง 2 บริษัทเท่านั้นที่จัดว่ามีประสิทธิภาพเชิงเปรียบเทียบ ส่วนตัวแทนดำเนินพิธีการศุลกากรอีก 2 บริษัทที่เหลือไม่ถือว่ามีประสิทธิภาพ นอกจากนี้แล้วผลของการประเมินยังสามารถนำมาสร้างกลยุทธ์เพื่อใช้ในการเจรจาต่อรองการใช้บริการกับตัวแทนดำเนินพิธีการศุลกากรที่ด้อยประสิทธิภาพEvaluation of Customs Broker with Data Envelopment Analysis

The current agent who arranges documents and cooperates with Customs Department regarding to import and export clearance plays the most important role for international trade of Thailand. The evaluation of Customs Broker is important in logistics function. Due to the customs clearance process to obtain a product, if any organization can supply at the least cost, quality and on time to the organization that can meet the needs of customers better in terms of price and speed of delivery. Therefore, to evaluate the performance of the broker to use to pick out the most appropriate agent is critical. This research is aimed to introduce an approach to measuring the customs broker performance by using Data Evaluation Analysis, The DEA is a linear programming-based technique with less complication to solve the problem for measuring the efficiency of customs brokers. The research illustrates how to apply the DEA technique by using the data collected from electronic component distributors, which is making contact with 4 customs broker to process customs clearance with customs department. To evaluate the performance of the customs brokers the import-export department employs input criteria of price, damaged or lost, delivery and accuracy of the Import declaration. The results of the evaluation indicate that there are only two customs broker marked as relative efficiency firms and the remaining 2 customs brokers are sorted as non-efficient firms. In addition, the results can be used to create negotiation strategies for using the services from the inefficient customs brokers.
