บทคัดย่อ

การวิจัยดังกล่าวมีวัตถุประสงค์เพื่อประเมินระบบและกลไกการบริหารจัดการงานวิจัยของหน่วยวิจัยนวัตกรรมเพื่อสังคมและชุมชน โดยกลุ่มเป้าหมายผู้ให้ข้อมูล จำนวน 6 กลุ่ม รวม 57 คน เครื่องมือที่ใช้ในการเก็บรวบรวบรวมข้อมูล คือ แบบประเมิน 3 ฉบับ การสนทนากลุ่ม และการสัมภาษณ์ ผลการวิจัย พบว่า 1) ระบบและกลไกการพิจารณาข้อเสนอโครงการวิจัยของหน่วยวิจัยนวัตกรรมเพื่อสังคมและชุมชน ตัวชี้วัดที่ 1.1 การกำหนดพื้นที่เป้าหมายและพัฒนาโจทย์วิจัย และตัวชี้วัดที่ 1.2 การเปิดรับข้อเสนอและจัดสรรทุนอุดหนุนการวิจัย มีความเหมาะสมอยู่ในระดับมาก โดยทั้ง 2 ตัวชี้ผ่านเกณฑ์การประเมิน 2) ระบบและกลไกการหนุนเสริมการดำเนินงานวิจัยของหน่วยวิจัยนวัตกรรมเพื่อสังคมและชุมชน ตัวชี้วัดที่ 2.1 การเบิกจ่ายทุนอุดหนุนการวิจัย ตัวชี้วัดที่ 2.2 การประสานงาน ตัวชี้วัดที่ 2.3 กระบวนการติดตามความก้าวหน้า  ตัวชี้วัดที่ 2.4 การหนุนเสริมความร่วมมือกับเครือข่าย/ผู้มีส่วนได้ส่วนเสียในพื้นที่ และตัวชี้วัดที่ 2.5 กิจกรรมหนุนเสริมนักวิจัย มีความเหมาะสมอยู่ในระดับมากถึงมากที่สุด โดยทั้ง 5 ตัวชี้ผ่านเกณฑ์การประเมิน  และ 3) ผลการดำเนินงานของหน่วยวิจัยนวัตกรรมเพื่อสังคมและชุมชน พบว่า ตัวชี้วัดที่ 3.1 จำนวนโครงการวิจัยที่สนองความต้องการที่แท้จริงของพื้นที่ 12 โครงการ ตัวชี้วัดที่ 3.2 จำนวนนักวิจัยเพื่อพัฒนาพื้นที่รุ่นใหม่ที่มีส่วนร่วมดำเนินการวิจัย  52 คน ตัวชี้วัดที่ 3.3 จำนวนผลงานวิจัยที่แล้วเสร็จตามกำหนดเวลา 13 โครงการ ตัวชี้วัดที่ 3.4 จำนวน

ผลงานวิชาการที่เกิดขึ้นและคาดว่าจะเกิดขึ้น 22 ผลงาน ตัวชี้วัดที่ 3.5 จำนวนโครงการวิจัยที่ตอบสนองความต้องการของพื้นที่พร้อมขยายผลสู่การนำไปใช้ประโยชน์ 9 โครงการ และตัวชี้วัดที่ 3.6 จำนวนโครงการวิจัยที่มีการเชื่อมโยงกับการเรียนการสอน การบริการวิชาการ หรือการทำนุบำรุงศิลปวัฒนธรรม 11 โครงการ โดยทั้ง 6 ตัวชี้วัดผ่านเกณฑ์การประเมิน

Abstract

          This research was aimed at evaluation the research management system and mechanism used at the Innovative Research Unit for Society and Community. A total of 57 informants from six target groups were recruited to be the participants of this study. The data were elicited through three research instruments, namely three sets of assessment tests, focus group discussion, and interviews. The overall results of the evaluation were as follows: 1) With regard to the system and mechanism adopted for the selection process of the research proposals at the Innovative Research Unit for Society and Community, it was found that the appropriateness of the indicator 1.1, the specification of the target area and development of the research issues, and the indicator 1.2, the research proposal opening and allocation of research funds, was at a high level. Both of the indicators passed the evaluation criteria. 2) In response to the system and mechanism of research operation reinforcement used at the Innovative Research Unit for Society and Community, it was suggested that the indicator 2.1, the disbursement of research funds, the indicator 2.2, the research coordination, the indicator 2.3, the process of progress monitoring, the indicator 2.4, the reinforcement of research collaboration with networks and stakeholders in the area, and the indicator 2.5, the reinforcement of research activities, obtained its propriety ranging from a high to a very high level. All of the five indicators passed the evaluation criteria and 3) The evaluation on the output of the Innovative Research Unit for Society and Community showed that, according to the indicator 3.1, there were 12 research projects that met the actual needs of the areas. Moreover, the indicator 3.2 revealed that the number of young researchers participating in conducting research on area development was 52. It was suggested by the indicator 3.3 that there were 13 research studies completed in accordance with the research plan. As revealed by the indicator 3.4, the number of ongoing and potential research studies was 22. In addition, the indicator 3.5 indicated that there were 9 research projects exhibiting correspondence to the needs of the area, and ready for their application. The indicator 3.6 suggested that 9 research projects were associated with teaching and learning activities, academic service, or support for arts and culture. The six aforementioned indicators met the requirements of the evaluation criteria.
