Assessment of Occupational Health and Safety Readiness in Accordance with ISO 45001:2018: A Case Study of a Plastic Manufacturing Plant

This study aimed to: 1) assess the working environment, 2) analyze the conformity of the occupational health and safety management system with ISO 45001:2018, and 3) evaluate organizational readiness for developing the system toward certification under the standard, using a plastic manufacturing plant as a case study. The research was conducted as applied research. Data were collected through workplace environmental monitoring using standard instruments, including an air sampling pump, sound level meter, wet bulb globe temperature (WBGT) meter, and lux meter. Document review and management system assessment were carried out using a checklist developed from the requirements of ISO 45001:2018, the ILO-OSH 2001 guidelines, and Thai occupational safety legislation. In addition, operational risks were assessed using a Risk Matrix. The collected data were analyzed to calculate key indicators, including the Compliance Score ( CS) , Environmental Score ( ES) , and Normalized Risk Score ( NRS). These indicators were then integrated into the Safety Readiness Index (SRI). The results showed that the Compliance Score (CS) was 85.00, indicating a good level of conformity with occupational health and safety management requirements. The Environmental Score (ES) was 100.00, demonstrating that all measured workplace environmental factors complied with the applicable standards. The Normalized Risk Score ( NRS) was 78. 80, indicating that the overall risks were maintained at an acceptable and controllable level. The Safety Readiness Index ( SRI) was 87. 93, which was classified as a high level of readiness for developing the management system in accordance with ISO 45001: 2018. The findings provide baseline information for planning occupational health and safety system improvements, prioritizing issues requiring corrective actions, and serving as a guideline for organizations preparing for ISO 45001:2018 certification in a systematic and effective manner.
