การดำเนินงานศูนย์พัฒนาเด็กเล็กสังกัดเทศบาลตำบลในจังหวัดหนองคาย

Abstract

บทคัดย่อ

การวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อศึกษาและเปรียบเทียบการดำเนินงานศูนย์พัฒนาเด็กเล็ก สังกัดเทศบาลตำบล ในจังหวัดหนองคาย และศึกษาข้อเสนอแนะเกี่ยวกับการพัฒนาการดำเนินงานศูนย์พัฒนาเด็กเล็กสังกัดเทศบาลตำบล ในจังหวัดหนองคาย กลุ่มตัวอย่างประกอบด้วย นายกเทศมนตรี ประธานสภาเทศบาลตำบล นักวิชาการศึกษา หัวหน้าศูนย์พัฒนาเด็กเล็ก และประธานกรรมการศูนย์พัฒนาเด็กเล็ก จำนวน 144 คน กำหนดขนาดของกลุ่มตัวอย่างโดยใช้ตารางของเครจซีและมอร์แกน (Krejcie and Morgan) และสุ่มอย่างง่าย  เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามแบบมาตราส่วนประมาณค่า (Rating Scale) และแบบสอบถามปลายเปิด มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ .90 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบที (t–test Independent Samples) การวิเคราะห์ความแปรปรวนทางเดียว (One-way-ANOVA) และทดสอบความแตกต่างรายคู่ด้วยวิธีของเชฟเฟ่ (Scheffe') โดยกำหนดนัยสำคัญของการทดสอบที่ระดับ .05

ผลการวิจัยพบว่า

1. การดำเนินงานศูนย์พัฒนาเด็กเล็กสังกัดเทศบาลตำบล ในจังหวัดหนองคาย โดยรวมและรายด้านอยู่ในระดับมาก โดยเรียงลำดับตามค่าเฉลี่ยจากมากไปหาน้อยดังนี้ ด้านการบริหารจัดการศูนย์พัฒนาเด็กเล็ก ด้านอาคารสถานที่สิ่งแวดล้อมและความปลอดภัย ด้านบุคลากร ด้านวิชาการและกิจกรรมตามหลักสูตร ด้านส่งเสริมเครือข่ายการพัฒนาเด็กปฐมวัย ด้านการมีส่วนร่วมและการสนับสนุนจากชุมชนทุกภาคส่วน

2. การดำเนินงานศูนย์พัฒนาเด็กเล็กสังกัดเทศบาลตำบล ในจังหวัดหนองคายตามความคิดเห็นของกลุ่มตัวอย่างที่มี เพศ อายุ การศึกษา ตำแหน่ง และขนาดของเทศบาลแตกต่างกัน ไม่แตกต่างกัน

3. ข้อเสนอแนะเกี่ยวกับการพัฒนาการดำเนินงานศูนย์พัฒนาเด็กเล็กสังกัดเทศบาลตำบลในจังหวัดหนองคายในแต่ละด้านมีดังนี้ ด้านการบริหารจัดการศูนย์พัฒนาเด็กเล็กควรมีนโยบายและแผนการดำเนินงานที่ชัดเจนและเป็นไปในแนวทางเดียวกัน ส่งเสริมงบประมาณให้เพียงพอ ผู้บริหารให้ความสำคัญต่อการดำเนินงานศูนย์พัฒนาเด็กเล็ก ด้านบุคลากรควรพัฒนาบุคลากรให้มีความตื่นตัวอยู่เสมอ สร้างขวัญและกำลังใจในการปฏิบัติงาน  สนับสนุนให้ศึกษาต่อ  ด้านอาคารสถานที่สิ่งแวดล้อมและความปลอดภัย ศูนย์พัฒนาเด็กเล็กจะต้องสะอาด อาคารมีความมั่นคงแข็งแรง  มีพื้นที่ใช้สอยในการทำกิจกรรมอย่างเหมาะสม  มีเครื่องเล่นสนามเพียงพอ ด้านวิชาการและกิจกรรมตามหลักสูตรควรใช้หลักสูตรเดียวกันและให้ชุมชนมีส่วนร่วมในการจัดทำหลักสูตร บรรจุเรื่องภูมิปัญญาท้องถิ่นไว้ในหลักสูตร  เป็นหลักสูตรที่ง่ายและเกี่ยวข้องกับท้องถิ่นของเด็ก  ด้านการมีส่วนร่วมและการสนับสนุนจากชุมชนทุกภาคส่วนควรมีการประชาสัมพันธ์การดำเนินงานของศูนย์พัฒนาเด็กเล็ก และให้ชุมชนมีส่วนร่วมในการจัดการเรียนการสอน สนับสนุนงบประมาณ จัดตั้งชมรมผู้ปกครอง ด้านส่งเสริมเครือข่ายการพัฒนาเด็กปฐมวัย ควรมีการแลกเปลี่ยนข้อเสนอแนะระหว่างศูนย์พัฒนาเด็กเล็ก ส่งเสริมการสร้างเครือข่ายทุกระดับ มีการแต่งตั้งคณะกรรมการเครือข่ายประสานงานระหว่างศูนย์พัฒนาเด็กเล็ก

Abstract

This research had the objectives to study and to compare the operation of the child development centers under Tambon municipalities in Nongkhai province and to study recommendations on development of the child development centers operation under Tambon municipalities in Nongkhai province. The sample comprised mayors; chairpersons of Tambon municipality councils; educational technocrats; heads of  the child development centers; and chairpersons of the child development center committees; 144 persons altogether. The sample size was determined according to Krejcie and Morgan table. The instrument used was a rating scale questionnaire with an open-ended questionnaire. The total reliability of the questionnaire was .90. The statistics employed included percentage; mean;  standard deviation; t-test (independent samples); one-way analysis of variance (one-way ANOVA); and paired comparison according to Scheffe ́’s method. The statistical significance was set at .05.

The results are as follows:

1. The operation of the child development centers under Tambon municipalities in Nongkhai province; on the whole and by aspects; was at the high level. Ranked from high to low according to the value of the mean; the aspects are in the following order: the aspect of child development center management; the aspect of building; ground; environment and safety; the aspect of personnel; the aspect of academic and curricular activities; the aspect of promotion of early childhood development network; and the aspect of participation and support from all parties in the community.

2. The comparison of the operation of the child development centers under Tambon municipalities in Nongkhai province; classified by sex; age; educational level; position of the respondent; and the size of the municipality reveals that there was no difference.

3. Recommendations on the development of the child development centers operation under Tambon municipalities in Nongkhai Province in each aspect are as follows: in the aspect of child development center management; there should be a clear-cut policy and operation plan and they are in congruence;  budget should be adequately allocated; the administrator should give a high priority to the development of the child development center; in the aspect of personnel; the personnel should be developed so they are always active; their morale is created; and they are supported to go further in their education; in the aspect of building; ground; environment and safety; the child development center must be clean; the buildings must be durable; the space is adequate and suitable for activities; and there are enough playground equipment; in the aspect of academic and curricular activities; the centers should use the same curriculum and the community should take part in constructing the curriculum; the local wisdom should be in the content; the curriculum is simple and relevant to the children’s locality; in the aspect of participation and support from all parties in the community; the operation of the child development center should be publicized and the community should take part in learning and teaching; the community should provide financial support for the center; and a parents’ club should be set up; in the aspect of promotion of early childhood development network; there should be exchanges of ideas among the child development centers; creating a network is promoted in all levels; and a coordinating committee of the network is appointed.
