Abstract
บทคัดย่อ
การวิจัยในครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาและเปรียบเทียบสภาพการบริหารงานวิชาการในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 จำแนกตามสถานภาพและขนาดของสถานศึกษา และศึกษาข้อเสนอแนะเกี่ยวกับการพัฒนาการบริหารงานวิชาการในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 กลุ่มตัวอย่างที่ใช้ในการวิจัยประกอบด้วย ผู้บริหารสถานศึกษา ครูวิชาการ และประธานกรรมการสถานศึกษา จำนวน 126 คน ซึ่งได้มาโดยการสุ่มอย่างง่าย (Simple Random Sampling) และใช้โรงเรียนเป็นหน่วยสุ่ม (Sampling Unit) กำหนดขนาดโดยใช้ตารางของเครจซี่และมอร์แกน (Krejcie and Morgan) เครื่องมือที่ใช้รวบรวมข้อมูลเป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ จำนวน 50 ข้อ มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.88 สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบที( t–test) การทดสอบเอฟ (F–test) และทดสอบความแตกต่างรายคู่ตามวิธีการของเชฟเฟ่ (Sheffe’)
ผลการวิจัย พบว่า
1. สภาพปัญหาโดยรวมของการบริหารงานวิชาการในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 จำแนกตามสถานภาพและขนาดของสถานศึกษา อยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับมากทุกด้าน โดยเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย คือ ด้านการพัฒนาระบบประกันคุณภาพภายในสถานศึกษา ด้านการจัดดำเนินงานเกี่ยวกับการเรียนการสอน ด้านการพัฒนาและส่งเสริมทางด้านวิชาการ ด้านการวัดผลประเมินผลการเรียนและงานลงทะเบียนนักเรียน ด้านการวิจัยเพื่อพัฒนาคุณภาพการศึกษา และด้านการพัฒนาหลักสูตรสถานศึกษา
2. สภาพการบริหารงานวิชาการในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 จำแนกตามสถานภาพและขนาดของสถานศึกษา พบว่า โดยรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05
3. ข้อเสนอแนะเกี่ยวกับการพัฒนาการบริหารงานวิชาการในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 ในแต่ละด้านมีดังนี้ ด้านการพัฒนาระบบประกันคุณภาพภายในสถานศึกษา สถานศึกษาควรจัดทำรายงานผลการพัฒนาตนเองของสถานศึกษาและบุคลากรในสถานศึกษาจัด โครงสร้างสถานศึกษาเพื่อรองรับการจัดระบบประกันคุณภาพภายใน ด้านการจัดดำเนินงานเกี่ยวกับการเรียนการสอน สถานศึกษาควรมีการเตรียมการสอนของครูให้สอดคล้องกับการจัดการเรียนการสอน ด้านการพัฒนาและส่งเสริมทางด้านวิชาการ สถานศึกษาควรส่งเสริมให้มีการแลกเปลี่ยนความรู้ประสบการณ์ระหว่างบุคคล ครอบครัว ชุมชนและท้องถิ่น ด้านการวิจัยเพื่อพัฒนาคุณภาพการศึกษา สถานศึกษาควรให้ความร่วมมือในการจัดทำงานวิจัยในชั้นเรียนเพื่อพัฒนาคุณภาพงานวิชาการ ด้านการวัดผลประเมินผลการเรียนและงานลงทะเบียนนักเรียน สถานศึกษาควรมีการวิเคราะห์ผลสรุปจากการประเมินเพื่อหาแนวทางปรับปรุงการเรียนการสอนและนำมาใช้อย่างมีประสิทธิภาพ ด้านการพัฒนาหลักสูตรสถานศึกษา สถานศึกษาควรพัฒนาหลักสูตรและปรับปรุงหลักสูตรให้สอดคล้องกับท้องถิ่น การบริหารงานวิชาการในสถานศึกษาควรนำผลสรุปจากการบริหารงานวิชาการในสถานศึกษา มาปรับปรุงข้อบกพร่องเพื่อพัฒนาให้ดีและมีประสิทธิภาพมากยิ่งขึ้น
Abstract
This research had the objectives to examine and to compare the state of academic affairs administration in the basic education institutions under The Office of Udon Thani Primary Education Service Area 4 classified by the status of the respondents and the size of the educational institution; as a whole and each aspect; and to study recommendations on development of academic affairs administration in the basic education institutions under The Office of Udon Thani Primary Education Service Area 4. The sample comprised 126 administrators; academic teachers; and chairpersons of the basic education institution committees; obtained through stratified random sampling; using the educational institution as sampling unit. The sample size was determined according to Krejcie and Morgan table and the instrument used was a 5-level rating scale questionnaire containing 50 items. The total reliability value of the questionnaire was 0.88. The analysis of data employed a computer program. The statistics used included percentage; mean; standard deviation; t-test ; F-test;and paired comparison according to Scheffe ́’s method.
The results are as follows:
1. The state of academic affairs administration in the basic education institutions under The Office of Udon Thani Primary Education Service Area 4; classified by the status of the respondents and the size of the educational institution; as a whole; was in the high level. When considered by each aspect; it was found that every aspect was in the high level. Ranked from high to low according to the value of the mean; the aspects are in the following order: the aspect of internal quality assurance system development; the aspect of learning-teaching management; the aspect of academic development and promotion; the aspect of student achievement measurement and registration; the aspect of research for educational quality development; and the aspect of school-based curriculum development.
2. The state of academic affairs administration in the basic education institutions under The Office of Udon Thani Primary Education Service Area 4; classified by the status of the respondents and the size of the educational institution revealed that; as a whole; there was a difference with statistical significantly at the .05 level.
3. The recommendations on development of academic administration in the basic education institutions under The Office of Udon Thani Primary Education Service Area 4; from the open-ended questionnaire; were found that the highest frequency was the aspect of internal quality assurance system development. The recommendations are as follows: the educational institution should provide opportunities for government and non-government agencies; local administration organizations; entrepreneurs; and local intellectuals to participate in student quality development. The participation may be in the basic education institution committee or in other working committees. The educational institution should be responsible for lring wade known to the students; the parents; and the community the goals of the educational institution to meet the educational standards; so that all parties can join the development; follow-up; and examination of the operation to make sure that the student development is geared to the standards. Also; the conclusions of the academic affairs administration in the educational institution should be applied for the betterment of academic affairs administration.
