บทคัดย่อ

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัญหาการดำเนินงานก่อสร้างโรงเรียน ตามโครงการกองทุนเร่งรัด 2) สร้างยุทธศาสตร์การพัฒนาการมีส่วนร่วมของชุมชนในการก่อสร้างโรงเรียน 3) ศึกษาผลการใช้ยุทธศาสตร์การพัฒนาการมีส่วนร่วมของชุมชนในการก่อสร้างโรงเรียน กลุ่มตัวอย่าง ได้แก่ คณะกรรมการบริหารการก่อสร้างโรงเรียน ตัวแทนภาคประชาชน หน่วยงานที่มีส่วนเกี่ยวข้องกับการก่อสร้างโรงเรียนบ้านท่งนาเมือง และโรงเรียนบ้านสนามไซ เมืองอุทุมพอน แขวงสะหวันนะเขต สาธารณรัฐประชาธิปไตยประชาชนลาว รวมจำนวน 52 คน โดยการคัดเลือกกลุ่มตัวอย่างแบบเจาะจง วิธีดำเนินการวิจัยแบ่งออกเป็น 4 ขั้นตอน คือ 1) การศึกษาสภาพปัญหา 2) การสร้างยุทธศาสตร์การพัฒนา 3) การทดลองใช้ยุทธศาสตร์การพัฒนา และ 4) การปรับปรุงและเผยแพร่ยุทธศาสตร์การพัฒนา เครื่องมือที่ใช้ในการวิจัย ได้แก่ 1) แบบสัมภาษณ์เชิงลึก 2) แบบสังเกตพฤติกรรม และ 3) การประชุมเชิงปฏิบัติการแบบมีส่วนร่วม การวิเคราะห์ข้อมูลเชิงคุณภาพใช้การวิเคราะห์เนื้อหา ส่วนการวิเคราะห์ข้อมูลเชิงปริมาณใช้ค่าร้อยละ ผลการวิจัย พบว่า1.  สภาพปัญหาการดำเนินงานก่อสร้างโรงเรียน จำแนกเป็น 4 ด้าน คือ 1) ด้านคณะกรรมการพัฒนาการศึกษา ได้แก่ ความสามารถไม่เพียงพอในการขอความร่วมมือและขาดการสร้างแรงจูงใจให้ประชาชนเข้ามามีส่วนร่วม 2) ด้านคณะกรรมการจัดซื้อจัดจ้าง ได้แก่ ไม่เข้าใจระเบียบการจัดซื้อจัดจ้าง ไม่มีการตรวจสอบราคาวัสดุจากร้านค้าก่อนการตกลงซื้อขาย 3) ด้านคณะกรรมการคุ้มครองการก่อสร้างโรงเรียน ได้แก่ ความรู้ความสามารถไม่เพียงพอในการอธิบายแบบแปลนการก่อสร้าง ไม่มีความชำนาญงานก่อสร้าง การวางแผนปฏิบัติงานไม่สอดคล้องกับฤดูกาล และ 4) ด้านการมีส่วนร่วมของประชาชน ได้แก่ ประชาชนไม่เข้าใจความเป็นมาของโครงการ ไม่ให้ความร่วมมือเท่าที่ควรในการเข้าร่วมประชุม ห้วงระยะเวลาของการก่อสร้างโรงเรียนตรงกับฤดูกาลการทำนา ต้องการค่าแรงในการก่อสร้าง2. ความต้องการแก้ปัญหาการก่อสร้างโรงเรียน จำแนกเป็น 4 ด้าน คือ 1) ด้านคณะกรรมการพัฒนาการศึกษา ได้แก่ ควรให้เจ้าหน้าที่ระดับกระทรวงลงพื้นที่ให้คำแนะนำ ควรจัดประชุมร่วมกันวางแผนการทำงานระหว่างคณะกรรมการ ควรสร้างความรู้ความเข้าใจเรื่องการมีส่วนร่วมของประชาชน     2) ด้านคณะกรรมการจัดซื้อจัดจ้าง ได้แก่ ควรจัดฝึกอบรมเสริมสร้างความรู้ความเข้าใจการจัดซื้อจัดจ้าง ควรให้หน่วยงานภาครัฐร่วมดำเนินการทุกครั้งที่มีการจัดซื้อจัดจ้าง 3) ด้านคณะกรรมการคุ้มครองการก่อสร้างโรงเรียน ได้แก่ ควรจัดฝึกอบรมเชิงปฏิบัติการให้แก่คณะกรรมการ ควรให้เจ้าหน้าที่ระดับกระทรวงติดตามการดำเนินงาน และ 4) ด้านการมีส่วนร่วมของประชาชน ได้แก่ ควรให้ผู้ใหญ่บ้านประชาสัมพันธ์ให้ลูกบ้านทราบโดยทั่วกัน และเป็นผู้นำในการประชุมวางแผนการมีส่วนร่วมก่อสร้างโรงเรียน 3. ยุทธศาสตร์การพัฒนาการมีส่วนร่วมของชุมชน ในการก่อสร้างโรงเรียน ประกอบด้วย ชื่อยุทธศาสตร์แนวคิดและหลักการ เป้าหมาย กระบวนการปฏิบัติงาน แผนปฏิบัติงาน ขั้นตอนการปฏิบัติงาน แผนโครงการกลุ่มเป้าหมาย งบประมาณ แหล่งงบประมาณ ผู้รับผิดชอบและระยะเวลาดำเนินงาน 4. การทดลองใช้ยุทธศาสตร์การพัฒนาการมีส่วนร่วมของชุมชน ในการก่อสร้างโรงเรียน พบว่าทุกขั้นตอนการดำเนินงานชุมชนมีส่วนร่วมในระดับสูง

Abstract

The objectives of this study were: 1) to investigate the problems of building schools according to the urgent fund project, 2) to create a strategy for developing community participation in building schools, and 3) to examine the result of implementing the strategy to develop community participation in building schools. The purposively selected sample comprised 52 management committee members for building schools, and people’s representatives from units which related with the building of Ban Thong Na Mueang and Ban Sanamxai Schools, Uthomphone district, Savannakhet province, Lao People’s Democratic Republic The study procedure was divided into 4 steps: 1) investigating the problem, 2) creating a development strategy, 3) implementing the development strategy, and 4) improving and disseminating the development strategy.  The tools used in this study were: 1) an in-depth interview guide, 2) a behavior observation form, and 3) participatory workshop. Qualitative analysis was done through content, while quantitative analysis through percentage. The findings revealed as follows: 1. The problems of building schools comprised of 4 aspects: 1) the aspect of educational development committee goes to insufficient ability of asking for participation and lacking creation of motivation for people to come to participate, 2) the aspect of procurement goes to lack of understanding about procurement, lack of check on prices of materials from stores before buying, 3) the aspect of school building control committee goes to insufficient knowledge and ability to explain the construction plans, lack of expertise in construction work, action plan being not congruent with the season, 4) and the aspect of people participation goes to lack of understanding among the people about the background of the project, lack of proper cooperation in attending the meeting, the period for building schools being the time for rice farming and the demand for paying wages.2. The need to solve the problems of building schools was divided into 4 aspects: 1) the aspect of educational development committee goes to the advices from ministry-level officers come down to the place for giving suggestions, holding a meeting all committee members to take part in planning creating knowledge and understanding on people participation, 2) the aspect of procurement committee goes to training to enhancing knowledge and understanding on procurement, among committee members, allowing the government’s work units to always participate in procurement 3) the aspect of school building control committee goes to holding a workshop to training them, and follow-up the performance and 4) the aspect of people participation goes to exercising the public relations by village headmen in order to let everyone of them get informed, and leadering the meeting for planning participation in planning to building schools.3. The development strategy for community participation in building schools comprisedimportant components, such as: title of the strategy, idea and rationale, target, operating process, action plan, operating steps, plans, projects, activities, target group, budget, sources of the budget, responsible people, and duration of operation.4. According to the implementation of the people participation development strategy, they were found thatall steps people participated in working at the highest level.
