บทคัดย่อ
การวิจัยมีจุดมุ่งหมายเพื่อศึกษาลักษณะบ่งชี้และสร้างเกณฑ์คุณภาพการผลิตกำลังคนด้านเทคโนโลยี อุตสาหกรรมเพื่อใช้เป็นเกณฑ์ในการปรับปรุงคุณภาพการผลิตกำลังคนสาขาเทคโนโลยีอุตสาหกรรม ใน มหาวิทยาลัยราชภัฏ กระบวนการวิจัยดำเนินการเป็น 2 ระยะ คือ ระยะที่ 1 การกำหนดกรอบการศึกษาลักษณะ บ่งชี้และรูปแบบการสร้างเกณฑ์คุณภาพการผลิตกำลังคนด้านเทคโนโลยีอุตสาหกรรม รับรองกรอบและ รูปแบบการสร้างเกณฑ์คุณภาพโดยผู้เชี่ยวชาญด้านคุณภาพและมาตรฐานการผลิตกำลังคน ระยะที่ 2 เป็น การศึกษาลักษณะบ่งชี้และสร้างเกณฑ์คุณภาพการผลิตกำลังคนด้านเทคโนโลยีอุตสาหกรรม ดำเนินการตาม กรอบและรูปแบบที่ผ่านการรับรองจากผู้เชี่ยวชาญโดยการสำรวจคุณลักษณะอันพึงประสงค์ที่ส่งผลต่อคุณภาพ การผลิตกำลังคนด้านเทคโนโลยีอุตสาหกรรม ใน 4 ด้าน คือ 1) ด้านปัจจัยในการผลิตกำลังคน 2) กระบวนการ ผลิตกำลังคน 3) คุณภาพผลผลิต และ 4) ผลกระทบต่อระบบการผลิตกำลังคน จากผู้ไห้ข้อมูล 4 กลุ่ม คือ ผู้สอนในแขนงวิชาเทคโนโลยีอุตสาหกรรม ผู้บริหารหน่วยงานการผลิตกำลังคน ผู้บริหารหน่วยงานผู้ใช้ กำลังคนและผู้ประกอบอาชีพอิสระด้านการผลิตและบริการทางเทคโนโลยีอุตสาหกรรม วิเคราะห์ผลและ นำมาใช้เป็นลักษณะบ่งชี้เพื่อสร้างเป็นเกณฑ์คุณภาพการผลิตกำลังคนด้านเทคโนโลยีอุตสาหกรรม ซึ่ง ประกอบด้วย 7 องค์ประกอบ คือ 1) โครงสร้างหน่วยงานการผลิตกำลังคน 2) กระบวนการเรียนการสอน 3) การฝึกประสบการณ์วิชาชีพ 4) การบริหารจัดการ 5) กิจกรรมพัฒนาผู้เรียน 6 ) การติดตามประเมินคุณภาพ ผลผลิต และ 7) กระบวนการประกันคุณภาพ และเกณฑ์คุณภาพมี 148 ลักษณะบ่งชี้ ดำเนินการสอบทวน เกณฑ์คุณภาพโดยใช้เทคนิคเดลฟาย โดยผู้เชี่ยวชาญด้านคุณภาพและมาตรฐานการผลิตกำลังคนด้านเทคโนโลยี อุตสาหกรรม จำนวน 18 คน และประเมินเกณฑ์คุณภาพโดยการสำรวจความเห็นจากผู้ใช้เกณฑ์คุณภาพที่เป็น ผู้บริหารหน่วยงานผลิตกำลังคนและผู้สอนในสาขาเทควิชาโนโลยีอุตสหกรรม จำนวน 60 คน
ผลการวิจัยพบว่าเกณฑ์คุณภาพการผลิตกำลังคนด้านเทคโนโลยีอุตสาหกรรมที่สร้างขึ้นเหมาะสมที่จะ นำไปใช้เป็นเกณฑ์ในการพัฒนาคุณภาพการผลิตกำลังคนด้านเทคโนโลยีอุตสาหกรรมในมหาวิทยาลัยราชภัฏ ในระดับมาก
Abstract
The objective of this research was to study the quality indicators of manpower production for industrial technology to be used as quality criteria for improvement of manpower production process in Rajabhat Universities. The research procedure was undertaken in two steps. The fist step was to set the study framework of quality indicators and quality criteria development model. The framework and model approved by quality and standard manpower production expert. The second step was to study in indicators and develop quality criteria for industrial technology manpower production process. Survey of desirable characteristics in four factors was 1) production input 2) production process 3) output quality and 4) impact on production process. Data were collected from four sample groups: 1) teachers of industrial technology program, 2) administrators in industrial technology manpower production unit, 3) users of manpower in industrial technology, and 4) entrepreneurs in production and service related to industrial technology. Analysis the desirable characteristic for quality indicators and development quality criteria consisted of 7 factors: 1) structure of manpower production unit, 2) teaching and learning process, 3) on the job training, 4) management, 5) student development activities, 6) follow up and assessment process, and 7) quality assurance process. They were 148 quality indicators for all seven factors. The quality criteria and indicators in industrial technology manpower production verified by 18 expert of quality and standard manpower production for standard efficiency on Delphi Technique. A survey of 60 samples from administrators in industrial technology manpower production unit and teachers in industrial technology program who used the quality criteria and indicators as conducted to ensure the usability of the developed manpower production quality.
The finding revealed that: The quality criteria and indicators developed manpower production standard for industrial technology was appropriate at a high level to be used as criteria for industrial technology manpower in order to improve the manpower production in industrial technology in Rajabhat Universities.
