The study of product quality surveillance by the Thai Industrial Standards Institute in disaster situations

Abstract

This research focuses on studying the product quality surveillance conducted by the Thai Industrial Standards Institute during disaster situations. Its objective is to establish clear guidelines and methods for monitoring licensed parties when unexpected disasters occur, such as the severe outbreak of COVID-19, which created obstacles in following the planned inspection processes. Data from 2021 indicates that out of 416 licensed parties, only 78 were monitored, accounting for 18.75%, potentially leading to products that do not meet the required standards. The analysis highlights the identification of obstacles by using the 'Customer Journey' tool, which revealed missing steps or frameworks, resulting in ineffective monitoring. The proposed solution is the development of a surveillance program utilizing online communication platforms that allow inspections to continue during abnormal circumstances. The Google AppSheet program was adopted to enhance the efficiency of surveillance and align with the updated workflow. A three-month trial demonstrated that the revised monitoring process significantly improved efficiency, allowing the monitoring of 122 partiesout of 416, which accounts for 40.98% and the monitoring budget has been reduced by 164,300 baht, equivalent to 73.37%, with an average monthly decrease of 54,767 baht, demonstrating economic efficiency
