การวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนากรอบคุณวุฒิแห่งชาติและวางแผนการผลิตและพัฒนากำลังคนตามกรอบคุณวุฒิแห่งชาติ วิธีการวิจัยเป็นการวิจัยเชิงคุณภาพโดยใช้กระบวนการปรึกษาหารือ (Consultative Process)กับกลุ่มตัวอย่าง ซึ่งเป็นผู้ทรงคุณวุฒิภาคอุตสาหกรรม 14 กลุ่ม ผู้แทนกลุ่มวิชาชีพ/กลุ่มอาชีพ ผู้แทนหน่วยงานที่เกี่ยวข้องและผู้แทนภาคการศึกษา รวมทั้งสิ้น 84 คนผลการวิจัยพบว่ากรอบคุณวุฒิแห่งชาติประกอบด้วย1) หลักการที่มี 6 ส่วน 2) วัตถุประสงค์ จำนวน 6 ข้อ3) โครงสร้างมี 4 ส่วน และ 4) การจดั ระบบงานได้ 5 งานส่วนการวางแผนผลิตและพัฒนากำลังคนกำหนดเป็นยุทธศาสตร์ได้ทั้งสิ้น 9 ยุทธศาสตร์

Abstract

This research develops the National QualificationFramework and Planning for Human ResourceProvision and Development according to theNational Qualification Framework. It has beendesigned as a qualitative research based on aconsultative process employing 14 representativegroups. The subjects consisted of 84 representativesfrom the industrial and educational sector.The investigation revealed that the NationalQualification Framework comprises: 1) 6 principles,2) 6 objectives, 3) 4 structural parts, and 4) 5work system arrangements. In addition, there are 9strategies in the provision plan for human resourcedevelopment.
