ธรรมนูญชุมชน: เครื่องมือของการพัฒนาประชาธิปไตยชุมชน กรณีศึกษาจังหวัดพิษณุโลก

บทคัดย่อ

บทความนี้ได้ทำการศึกษาการพัฒนาธรรมนูญชุมชนใน 13 ชุมชนของจังหวัดพิษณุโลก ตั้งแต่การก่อรูปหรือขาขึ้นของธรรมนูญชุมชนถึงการยกร่างธรรมนูญชุมชน เพื่อศึกษาลักษณะของการพัฒนาธรรมนูญชุมชนตามศักยภาพของชุมชน และปัจจัยผลักดันที่ก่อให้เกิดธรรมนูญในชุมชนต่างๆ โดยใช้วิธีการวิจัยแบบปฏิบัติการมีส่วนร่วม ผลการวิจัยค้นพบว่าการก่อร่างหรือขาขึ้นของธรรมนูญชุมชนนั้น เกิดจากการให้ความร่วมมือและมีส่วนร่วมของชุมชน ผู้นำท้องถิ่น ท้องที่ และแกนนำภาคประชาสังคม และการตระหนักในปัญหาของชุมชนเป็นปัจจัยหลักสำคัญ ส่วนลักษณะของธรรมนูญชุมชนส่วนใหญ่เกิดขึ้นจากปัญหาและความต้องการในชุมชนเป็นหลัก โดยเฉพาะด้านสุขภาพ เศรษฐกิจ สิ่งแวดล้อมและสังคม และสอดคล้องกับแนวทางการดำเนินงานขององค์กรปกครองส่วนท้องถิ่น
