งานวิจัยนี้มีวัตถุประสงค์เพื่อส่งเสริมและสนับสนุนให้ผู้ประกอบอาชีพสายงานส่งออกและนำเข้ามีมาตรฐานอาชีพและคุณวุฒิวิชาชีพที่สอดคล้องกับความต้องการของผู้ประกอบการ มีความเป็นสากลและเหมาะสมกับประเทศไทยเพื่อรองรับประชาคมเศรษฐกิจอาเซียน ในปี 2558 สร้างเครือข่ายความร่วมมือและประชาสัมพันธ์สาขาอาชีพส่งออกและนำเข้าสู่สาธารณะ ขอบเขตการวิจัยประกอบด้วยกลุ่มผู้ประกอบการในสถานประกอบการด้านการส่งออกและนำเข้าและผู้ปฏิบัติงานในอาชีพการส่งออกและนำเข้า รวมทั้งหน่วยงานภาครัฐที่เกี่ยวข้องกับการส่งออกและนำเข้า วิธีการวิจัยใช้วิธีการวิจัยเชิงปฏิบัติการเชิงคุณภาพ (Qualitative Action Research) โดยการศึกษาจากเอกสาร การสัมภาษณ์เชิงลึก การสังเกตพฤติกรรม บันทึกและการเก็บข้อมูลในการจัดทำมาตรฐานอาชีพและคุณวุฒิวิชาชีพ โดยใช้เทคนิควิเคราะห์หน้าที่ (Functional Analysis) จัดทำแผนภาพหน้าที่งาน (Functional Map) ประกอบด้วยความมุ่งหมายหลัก (Key Purpose) บทบาทหลัก (Key Role) หน้าที่หลัก (Key Function) จัดทำหน่วยสมรรถนะ (Unit of Competence) ประกอบด้วยสมรรถนะย่อย (Element) เกณฑ์การปฏิบัติงาน (Performance Criteria) ขอบเขต (Range Statement) หลักฐานที่ต้องการทั้งหลักฐานการปฏิบัติงานและหลักฐานความรู้ (Evidence Requirement) แนวทางการประเมิน (Assessment Guidance) และกำหนดระดับสมรรถนะของแต่ละอาชีพและคุณวุฒิวิชาชีพ ผลการวิจัยพบว่า มาตรฐานอาชีพและคุณวุฒิวิชาชีพสาขาอาชีพโลจิสติกส์สายงานการส่งออกและนำเข้าประกอบด้วย 14 หน่วยสมรรถนะ และ 46 หน่วยสมรรถนะย่อย แบ่งเป็น 4 ระดับคุณวุฒิวิชาชีพ

Abstract

The research aims to encourage Occupational Standards and Professional Qualifications in term of Export and Import logistic management careers in Thailand as to support the AEC realization in 2015, creating network connections and a promotional campaign of export and import standard career operations. The scope of study focuses on entrepreneurs, employees and government agencies associated with the import/export business. The methodological approach of qualitative action research was applied, consisting of documentation, in-depth interview, observation and data collection. Further techniques implemented incorporate functional analysis of functional map which consists of Key Purpose, Key Role and Key Function; the design of Unit of competence comprising Element of competency, Performance Criteria, Range Statement, Evidence Requirement and Assessment Guidance. The competency level was established for each career and professional qualification. As results, investigated occupational standards and professional qualifications disclose 14 competency components and 46 sub-elements which can be divided into 4 qualification categories.
