อุตสาหกรรมเครื่องจักรกล (สาขาเครื่องจักรอุตสาหกรรม) มีความสำคัญอย่างยิ่งต่อความสำเร็จของการพัฒนาอุตสาหกรรมไทย การศึกษานี้มีวัตถุประสงค์เพื่อจัดทำยุทธศาสตร์การพัฒนาเทคโนโลยีและกำลังคนของอุตสาหกรรมนี้ เพื่อเพิ่มขีดความสามารถในการแข่งขันและดำเนินการวิจัยโดยใช้วิธีการวิเคราะห์สถานการณ์ปัจจุบันและแนวโน้มอนาคต SWOT Five Forces ห่วงโซ่คุณค่า ตำแหน่งงานและงานวิกฤติ และวิเคราะห์สมรรถนะกำลังคนและความสามารถทางด้านเทคโนโลยี มาตรการผลักดันการพัฒนาเทคโนโลยีและกำลังคนของภาคเอกชน ภาครัฐ และภาคการศึกษา โดยนำผลการวิเคราะห์ทั้งหมดมาดำเนินการสังเคราะห์ จัดทำยุทธศาสตร์กลยุทธ แผนงานและโครงการ ผลการศึกษาวิจัยพบว่ามีวิกฤติในห่วงโซ่คุณค่าของอุตสาหกรรม ความสามารถทางเทคโนโลยีมีวิกฤติที่จำเป็นต้องปรับปรุงแก้ไขโดยเร่งด่วนทุกด้าน สมรรถนะกำลังคน มีคุณลักษณะความรู้และทักษะที่จำเป็นตามตำแหน่งงานที่ต้องปรับปรุงแก้ไขโดยเร่งด่วนในทุกตำแหน่งงาน มีการกำหนดมาตรการผลักดันจากภาครัฐ เอกชน และภาคการศึกษาไว้เป็นจำนวนมาก ปัจจัยที่จะทำให้เกิดความสำเร็จของอุตสาหกรรมได้ จะต้องพัฒนายกระดับคุณภาพและเทคโนโลยีของเครื่องจักรอุตสาหกรรมแปรรูป อย่างต่อเนื่องเท่าเทียมประเทศผู้นำอุตสาหกรรมฯ เช่นประเทศอิตาลี และไต้หวัน พัฒนากำลังคนให้มีสมรรถนะสูงในด้านการออกแบบ ผลิต บริการ มีความเป็นธรรมในการแบ่งปันผลประโยชน์ในอุตสาหกรรม และอุตสาหกรรมสนับสนุน (ผู้ลงทุน ลูกจ้าง และคู่ค้า) รวมทั้งมีช่องทางให้ลูกค้าได้รับรู้ความสามารถของอุตสาหกรรมได้สะดวกทั้งในรูปซอฟท์แวร์และฮาร์ดแวร์

Abstract

Machine construction industry plays an important role in leading Thailand industrial development to success. The objective of this study is to propose technology and human resource development strategy of machinery industry for gaining the competitive ability of machinery cluster. This research applied the various data analysis. The methods include current and future trend analysis, SWOT, Five forces, Value chain analysis, critical task and job position analysis, manpower competency and technological capability analysis, analysis of the driving force measures for the development of manpower competency and technology capability of private, government and education sectors. The results found that there are critical in value chain of this industry. There are four critical technology ability urgently needed to be fixed. The human competency in attitude, knowledge, and skill from all positions are highly required to be improved. Lastly, the driving force measures from private, government and education sectors were already defined. There are several key factors to bring success to industry as follows. First, improve the quality and develop technology for processing machine continuously and comparable with Industrial leading country such as Italy and Taiwan. Second, there must be high competency work force in design, produce, and service. Third, fairness in benefit sharing between industry and support industry (investor, employees, and business partner) Forth, there should have a customer channel to conveniently receive information of industry capability in form of software and hardware.
