การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการบริหารงานวิจัยของมหาวิทยาลัย และจัดทำคู่มือการบริหารงานวิจัยของมหาวิทยาลัย ประชากรและกลุ่มตัวอย่าง ได้แก่ ผู้บริหารและบุคลากรวิจัยในมหาวิทยาลัยของรัฐ 78 แห่ง มีขั้นตอนการวิจัย 5 ขั้นตอน ดังนี้ 1)ศึกษาข้อมูลเกี่ยวกับการบริหารงานวิจัยของมหาวิทยาลัย2) ศึกษาสภาพการบริหารงานวิจัยของมหาวิทยาลัย3) พัฒนารูปแบบการบริหารงานวิจัยของมหาวิทยาลัย4) ประเมินรูปแบบการบริหารงานวิจัยของมหาวิทยาลัย5) สรุปและรายงานผลการวิจัย มีการประเมินความเหมาะสม 3 ขั้นตอน ดังนี้ ขั้นตอนที่ 1 ประเมินรูปแบบการบริหารงานวิจัยของมหาวิทยาลัย 18 ด้าน โดยให้ผู้อำนวยการสำนัก/สถาบันวิจัยและพัฒนาของมหาวิทยาลัย จำนวน 78 คนจากมหาวิทยาลัยของรัฐ78 แห่ง เป็นผู้ประเมิน ขั้นตอนที่ 2 ประเมินความเหมาะสมของร่างรูปแบบและร่างคู่มือการบริหารงานวิจัยของมหาวิทยาลัย โดยมีอธิการบดี รองอธิการบดีฝ่ายวิจัย/กำกับงานวิจัย ผู้อำนวยการสำนัก/สถาบันวิจัยและพัฒนาของมหาวิทยาลัย และนักวิจัยของมหาวิทยาลัยของรัฐ78 แห่ง รวมผู้ประเมินจำนวน 280 คน ขั้นตอนที่ 3ประเมินความเหมาะสมของรูปแบบและคู่มือการบริหารงานวิจัยของมหาวิทยาลัยอีกครั้ง โดยการจัดประชุมสนทนากลุ่มผู้ทรงคุณวุฒิ เครื่องมือวิจัยเชิงคุณภาพ และเชิงปริมาณ ได้แก่ แบบสอบถาม ผลการวิจัย พบว่ารูปแบบการบริหารงานวิจัยของมหาวิทยาลัย ประกอบด้วย2 ส่วน คือ แนวคิดรูปแบบการบริหารงานวิจัยของมหาวิทยาลัย และองค์ประกอบของรูปแบบมี 6 ด้านได้แก่ การบริหารงานวิจัยของมหาวิทยาลัย การวางแผนการจัดองค์การ การอำนวยการ การควบคุม และระบบสารสนเทศ การประเมินรูปแบบการบริหารงานวิจัยของมหาวิทยาลัยและคู่มือการบริหารงานวิจัยของมหาวิทยาลัยพบว่า รูปแบบและคู่มือการบริหารงานวิจัยของมหาวิทยาลัยที่ผู้วิจัยพัฒนาขึ้นมีความเหมาะสมในระดับมาก สามารถนำไปใช้ในการบริหารสำนัก/สถาบันวิจัยและพัฒนาของมหาวิทยาลัยได้อย่างมีประสิทธิภาพ

Abstract

The purpose of this study aims to develop a framework model of research management and in tertiary education institutions. Research samples include executive officers and research personnel from 78 public universities. The process of conducting the study involves 5 steps comprising investigating information relevant to the management of research works of higher education institutions, examining university research management structures, developing the framework model for research management, evaluating the model system, and summarizing and making a final report. The assessment consists of 3 steps. First, the judgment of research management in 18 dimensions was evaluated by the Directors of Research and Development Institute from 78 public universities. Second, the appraisal for the draft format and research manual was reviewed by pertinent administrative team comprising the President, Vice President for Research Development, Director of Research and Development Institute, and research staff from aforementioned universities. Overall 280 respondents participated in the study. Finally the evaluation of the model and manual of university research management was reviewed through group meeting discussions. A survey questionnaire was employed as the research instrument. The findings revealed 2 principal dimensions of research management pattern, i.e. respondent perspectives and 6 features of the model constituting research administration, planning, organizing, directing, controlling, and utilizing information systems. According to the evaluation, the developed model pattern and manual for research management were found to be highly appropriate and thus could be competently implemented in the administration of Research and Development Institute of higher education institutions.
