มหาวิทยาลัยมหิดลมีระบบการประกันคุณภาพที่ให้แนวปฏิบัติสำหรับแต่ละคณะดำเนินการตาม แต่ระบบดังกล่าวไม่ได้ประยุกต์ถึงระดับภาควิชา ระบบการประกันคุณภาพมีความสำคัญต่อความมั่นใจว่า หลักสูตรทางวิศวกรรมที่สอนที่คณะวิศวกรรมศาสตร์ มหาวิทยาลัยมหิดลสอดคล้องตามมาตรฐานที่กำหนดโดยสำนักงานคณะกรรมการการอุดมศึกษา (สกอ.) สำนักงานรับรองมาตรฐานและประเมินคุณภาพการศึกษา (สมศ.)และสภาวิศวกร วัตถุประสงค์ของงานวิจัยคือเสนอกระบวนการพัฒนาระบบการประกันคุณภาพของวิศวกรรมอุตสาหการ (IE-QAS) แนวคิดของ IE-QASที่เสนอเกิดจากการรวม 3 ระบบคือ MUQD, TQA และISO 9001 ร่วมกับมาตรฐานที่กำหนดโดย สกอ. สมศ.และสภาวิศวกร ดังนั้น ขอบเขตของ IE-QAS ในการบริหารจัดการคุณภาพของหลักสูตรฯ และกระบวนการเรียนการสอนจึงมีมากกว่าระบบการประกันคุณภาพของมหาวิทยาลัย ปัจจัยที่สำคัญสองอย่างที่ส่งผลต่อคุณภาพการศึกษาในการผลิตวิศวกรอุตสาหการคือ การนำองค์กรอย่างเป็นระบบตามกระบวนการของ IE-QASโดยคณะกรรมการบริหารหลักสูตร และกระบวนการประเมินจุดแข็งและโอกาสพัฒนาการบริหารการศึกษาทั้งในมิติกระบวนการและมิติผลลัพธ์ภายหลังการดำเนินการตาม IE-QAS ผลที่ได้จากระบบ IE-QASคือ การพัฒนาทั้งหลักสูตรฯ และกระบวนการเรียนการสอนที่มีคุณภาพได้อย่างยั่งยืนโดยการปรับปรุงผลการดำเนินการตามโอกาสในการพัฒนาและคะแนนรวมของทั้งมิติกระบวนการและมิติผลลัพธ์ที่ถูกตรวจประเมินทุกปี

Abstract

At Mahidol University, the quality assurance system has been put in place and is the guideline for all faculties. However, the aforementioned system does not apply to the department level, i.e., the industrial engineering department. The focus of the quality assurance system is to ensure that the engineering curriculum taught in the faculty of engineering at Mahidol University complies with the standards imposed by the Office of the Higher Education Commission (OHEC), the Office for National Education Standards and Quality Assessment (ONESQA) and the Council of Engineers (COE).The objective of this study was to propose enhancing procedures for the Industrial Engineering Quality Assurance System (IE-QAS). The proposed IE-QAS concept combines three systems namely MUQD, TQA and ISO 9001 integrated with standards imposed by the OHEC, ONESQA, and COE. Thus, the IE-QAS scope in curriculum quality management as well as teaching and learning process is more than the university’s quality assurance system. Two key important factors affecting to the quality of education in the production of industrial engineers are systematically leading the organization complied procedures of IE-QAS by program committees and evaluation processes in order to assess strengths and opportunities for improvement(OFIs) in education management of both processes and results dimensions after the IE-QAS implementation.IE-QAS implementation results in sustainable quality development for both the curriculum and for the teaching and learning process via the performance improvement of the OFIs and the total scores of both processes and result dimensions that are annually assessed.
