การวิจัยในครั้งนี้ มีวัตถุประสงค์เพื่อพัฒนาและหาประสิทธิภาพของหลักสูตรฝึกอบรมการจัดทำกรอบคุณวุฒิการศึกษาวิชาชีพสาขาวิชา ระดับปริญญาตรีเทคโนโลยีบัณฑิต ของสำนักงานคณะกรรมการการอาชีวศึกษา ใช้วิธีการดำเนินการวิจัยในลักษณะการวิจัยและพัฒนา (Research and Development) กลุ่มตัวอย่างในการวิจัยได้แก่ครูที่มีความรู้และเชี่ยวชาญในการจัดการเรียนการสอนประเภทวิชาช่างอุตสาหกรรม ในวิทยาลัยเทคนิค สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา ในปีการศึกษา 2553 จำนวน 7 สาขาวิชา คือ สาขาวิชาช่างยนต์ ช่างก่อสร้าง เทคโนโลยียางและพอลิเมอร์ช่างกลโรงงาน ช่างไฟฟ้า ช่างอิเล็กทรอนิกส์ และเทคโนโลยีสารสนเทศ สาขาวิชาละ 2 คน รวมจำนวน 14 คน เครื่องมือที่ใช้ในการวิจัย ประกอบด้วย หลักสูตรฝึกอบรม แบบฝึกหัด แบบทดสอบ ใบงาน แบบประเมินคุณภาพหลักสูตรฝึกอบรม และแบบประเมินผลการฝึกอบรม หาประสิทธิภาพของหลักสูตรฝึกอบรมด้านทฤษฎีE1/E2 ใช้เกณฑ์ ร้อยละ 80/80 และด้านปฏิบัติใช้เกณฑ์ร้อยละ 75 การนำเสนอผลการวิจัยประยุกต์ใช้แบบจำลอง CIPP ของ Daniel L. Stufflebeam ผลการวิจัยพบว่าครูที่มีความรู้และเชี่ยวชาญในการจัดการเรียนการสอนประเภทวิชาช่างอุตสาหกรรมในวิทยาลัยเทคนิค มีความต้องการจำเป็นในการฝึกอบรมการจัดทำกรอบคุณวุฒิการศึกษาวิชาชีพสาขาวิชา ระดับปริญญาตรีเทคโนโลยีบัณฑิต อยู่ในระดับมากที่สุด ในการสร้างหลักสูตรฝึกอบรมได้ประเมินคุณภาพหลักสูตรฝึกอบรม ด้านความสอดคล้องระหว่างองค์ประกอบต่างๆ ในหลักสูตรฝึกอบรมโดยผู้เชี่ยวชาญ พบว่ามีดัชนีความสอดคล้องอยู่ในระดับสูงทุกรายการ และชุดฝึกอบรมทั้ง 5 หน่วยมีความเหมาะสมอยู่ในระดับดีมาก สำหรับผลการนำหลักสูตรฝึกอบรมไปใช้จริง พิจารณาจากประสิทธิภาพของหลักสูตรฝึกอบรมด้านทฤษฏี พบว่ามีประสิทธิภาพ สูงกว่าเกณฑ์ ที่กำหนดไว้ ความเหมาะสมของการจัดการฝึกอบรมในภาพรวมมีความเหมาะสมอยู่ในระดับมาก ส่วนผลจากการติดตามประเมินผลการฝึกอบรม พบว่าผู้เข้ารับการอบรมสามารถจัดทำกรอบคุณวุฒิการศึกษาวิชาชีพสาขาวิชา ระดับปริญญาตรีเทคโนโลยีบัณฑิต ได้ถูกต้องสูงกว่าเกณฑ์กำหนดไว้

Abstract

The purposes of this research were to develop and to validate a program on Vocational Education Qualification Framework pertaining to Subject Area in the Bachelor of Technology Degree Program under the Office of Vocational Education Commission.The research and development approach was applied. The sample selected via the purposive sampling technique consisted of 14 technical instructors from 7 departments; Auto-mechanic, Building &Construction, Rubber Technology and Polymer, Machine Shop, Electrical Power, Electronics and Information Technology of Technical Colleges under the Office of Vocational Education Commission in the academic year 2010. The instruments covered a specific training program, exercises, tests, work sheets and an assessment form. Program efficiency on the theoretical and practical dimensions was measured through the 80/80 and 75 percent criteria whereas Stuffle beam’s CIPP Model was manipulated for the outcome justification. As results, technical instructors’training needs towards the Vocational Education Qualification Framework were revealed at the greatest extent. The congruency of the components in the training course were determined by experts.The congruency index as well as suitability of the training program implementation were assessed in a high level. The actual training was put into action and the program efficiency involving theoretical and practical aspects turned to be superior to established criteria. Additionally, the appropriateness of training program utilization was highly approved. In view of the follow-up assessment, the sample group could satisfactorily carry out the task as the monitored performance output was far beyond prearranged criteria.
