การพัฒนารูปแบบการจัดการความรับผิดชอบต่อสังคมด้านการมีส่วนร่วม ของชุมชนเพื่อความยั่งยืนของเขตประกอบการอุตสาหกรรม

งานวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการจัดการความรับผิดชอบต่อสังคมด้านการมีส่วนร่วมต่อชุมชนเพื่อความยั่งยืนของเขตประกอบการอุตสาหกรรมและเพื่อจัดทำคู่มือแนวทางการจัดการตามรูปแบบดังกล่าววิธีวิจัยเป็นแบบผสานวิธี ได้แก่ การวิจัยคุณภาพ โดยมีผู้ให้ข้อมูลหลักคือ ผู้ทรงคุณวุฒิ และผู้มีส่วนได้เสีย และการวิจัยเชิงปริมาณ โดยมีกลุ่มตัวอย่างคือ ผู้นำและประชาชนในชุมชนรอบเขตประกอบการอุตสาหกรรมไออาร์พีซีจังหวัดระยอง ผลการประเมินความเหมาะสมของรูปแบบนี้มีความเหมาะสมอยู่ในระดับมาก นอกจากนี้ได้จัดเวทีประชาพิเคราะห์เพื่อตรวจทานจนได้รูปแบบและคู่มือที่สมบูรณ์ พบว่ารูปแบบมี 6 องค์ประกอบ ได้แก่ 1) เป้าหมายการอยู่ร่วมกันอย่างยั่งยืนของภาคอุตสาหกรรมและชุมชนในด้านสุขภาพและสิ่งแวดล้อม เศรษฐกิจ สังคม และการศึกษา 2) กลยุทธ์ชุมชนแห่งการเรียนรู้ และการสื่อสารชุมชนท้องถิ่น 3) สถาบันวิชาการ หรือศูนย์ข้อมูล 4) ลักษณะกิจกรรมเรียงตามรูปพีระมิด 3 ขั้น คือ ขั้นที่ 1 การปฏิบัติตามกฎหมายขั้นที่ 2 การจัดการความรับผิดชอบต่อสังคมในกระบวนการผลิต และขั้นที่ 3 การพัฒนาคุณภาพชีวิตประชาชน 5) การขับเคลื่อนงานโดยคณะกรรมการพหุภาคีได้แก่ ภาคอุตสาหกรรม ชุมชน องค์กรปกครองส่วนท้องถิ่นหน่วยงานรัฐ และองค์กรพัฒนาเอกชน 6) การเสริมสร้างการมีส่วนร่วม ได้แก่ ร่วมรับรู้ ร่วมปรึกษาหารือ ร่วมตัดสินใจร่วมดำเนินการ และร่วมติดตาม ตรวจสอบ เพื่อเป็นแนวทางการพัฒนาต่อสังคมด้านอุตสาหกรรมต่อไป และมีข้อเสนอแนะต่อการนำรูปแบบนี้ไปประยุกต์ใช้ให้เกิดประโยชน์อย่างแท้จริงต่อไป

Abstract

The study aims to develop a model of corporate social responsibility with community participation to contribute towards the sustainability of an industrial zone and to create guidelines for the implementation of this model. The combined qualitative-quantitative research process was carried out. Key informants and stakeholders provided useful data while the quantitative method of data analysis was done through data collection from sample groups of leaders and people in communities around the IRPC Industrial Zone, Rayong Province. According to the evaluation results, this model is found highly appropriate. From a public hearing held to investigate the purposed model, 6 components were revealed, including 1) Sustainable integration between the goals of industrial sectors and local communities respecting health and environment, economic, social and educational issues 2) Learning community and communication strategy for community networks 3) Institute of Information or Information Center 4) A 3-tiered pyramid model of activities, i.e. a) Legality b) CSR in process and c) Quality of life development 5) Approach driven by a stakeholder representative committee comprising members from the industrial sector, communities, the local government, the public sector and NGOs 6) Reinforcement of Community Participation such as corporate and community involvement in decision-making, project implementation, as well as project monitoring and consultation. This policy provides direction and guidance for managing society-industrial development besides practical suggestions for further application of the model.
