The monitoring and evaluation of rural road for transferring to Organization of Local Administration

Abstract
This paper presents the results of the monitoring and evaluation of rural road for transferring
from the Office of rural road No. 5 to the Organization of Local Administration. The Office of Local
Administration No. 5 covers the rural road of 6 provinces, which consists of Mahasarakham, Roi-Et,
Chaiyaphum, Surin, Buriram and Nakhonratcha-Sima. The rural roads transferred consists of 1,885 lists
and the length is 7,670 kilometers or the 15 percents of the total length transferred in the country. In this
case, surveying can be divided into 2 ways, one survey is about the physical and the damage of rural road
by using the surveying tool, another one survey is about the information of the maintenance budget from
the Organization of Local Administration and the satisfication of the road user around the community by
using the questionnaire with during 75 days (March,15 - May, 31 2005) and the survey length is 7,228
kilometers. The results found that the rural road transferred to the Organization of Local Administration
has three types of pavement with respectively, bituminous surface road, concrete road and gravel road.
The rural road pavement defect got the skin patch with the low level to the medium level (0.00-6.34 %).
As for the damage criteria, if the damage area is less than 5 %, it is classified as very small defect, if the
damage is 5-10 % to be a medium ruins and the damage is more than 10 %, it is classified as extreme
defect. For the deep patch, the pavement got 5.35-13.35 % of the damage, it indicating the damage at
medium to high level. Almost all of the damage of the rural road in the control of the Organization
Administration of Provincial got more damage than those of Sub-District. The satisfaction level of traffic
user is medium to good level.
