Guidelines for School Management Based on the Concept of Human Resource Management in the 21st Century to Develop Digital Competencies of School Personnel under the Chonburi Provincial Administrative Organization

Abstract

The objectives of this research were to: 1) study the current and desired conditions of human resource management in the 21^st century in order to develop digital competencies of personnel in educational institutions under the Chonburi Provincial Administrative Organization and 2) assess the essential needs of human resource management in the 21^st century to develop digital competencies of personnel in educational institutions under the Chonburi Provincial Administrative Organization. This quantitative research collected the data from 260 samples of school administrators and teachers derived by the tables of Krejci and Morgan with 249 valid questionnaires.The development of the 5-rating scale questionnaires was validated by 7 experts to evaluate the appropriateness and the feasibility. The research statistics included percentage, mean, standard deviation, and modified priority needs index.

The research results suggested that 1) the current situation of the school management based on the concept of human resource management in the 21^st century to develop digital competencies of school personnel under the Chonburi Provincial Administrative Organization was in overall at a high level while the desired condition was at the highest level. 2) The priority need index was overall 0.133. When considering on each aspect, it was found that there were 3 aspects higher than others, i.e., human resource management including environment supportive to developing and enhancing human potential (PNI_Modified = 0.152), new approaches to personnel management and leading role of learning organization of new age human resource developer (PNI_Modified = 0.136), and human resource management in developing the organization to high working potential (PNI_Modified = 0.135).
