Current Situations, Desirable Situations and the Guidelines of School Administration and Management Development under the Nakhon Phanom Primary Educational Service Area Office 2

The purposes of this research were to: 1) study the current situations and desirable situations of school administration and management, 2) study the need assessment of school administration and management, and 3) develop to guidelines of school administration and management under the Nakhon Phanom Primary Educational Service Area Office 2. The research was divided in two phases. Phase 1 was carried out in the quantitative research. The samples were 400 administrators and teachers followed percentage criterion in the sample-size specification selected by Stratified Random Sampling. Phase 2 was carried out in the qualitative research. Three informants were interviewed while five experts assessed the suitability and possibility of the approach. There were 4 instruments used in this research: 1) a questionnaire about current situations of school administration and management; 2) a questionnaire about desirable situations of school administration and management 3) a structured-interview; and 4) a suitability and possibility assessment form for the development of school administration and management. The statistics used were percentage, mean, standard deviation, and the index modified priority needs index (PNImodified).
The results were as follows. 1) Overall realistic situations of school administration and management were at high level, and overall desirable situations of school administration and management were at the highest level. 2) The first three need assessment of school administration and management included the aspects of information technology system organization to support management and learning management, having a quality management system of educational institutions and the development of teachers and personnel to have professional expertise. Finally, 3) the guidelines of school administration and management revealed the suitability at the highest level and the possibility at high level.
