GUIDELINES FOR THE DEVELOPMENT OF LEARNING MANAGEMENT IN THE CENTURY 21

Abstract

This research presents a way to develop learning management in the 21st century. This is qualitative research. Examples of research are 25 administrators and teachers of Samut Sakhon Secondary School, consisting of five administrators and 20 teachers. The research tool is an in-depth interview which is divided into three episodes: general information, the interview form on the conditions and problems of learning management in the 21st century, and asking on how to develop learning management in the 21st century of secondary schools in Samut Sakhon Province. Data are analyzed by the data type classification and content analysis. Presented data are by analytical descriptive method. The results of this study are as follows. From the study, it was found that there were important issues for the development of learning management in the 21st century, consisting of six dimensions: Teacher's characteristics, Education management plan, Teacher role, Student role, Teaching media and measurement, and evaluation. Problems and conditions were found that 1) Some teachers taught by themselves as student learning centers. ; 2) The learning management plan did not encourage students to participate in learning; 3) Teachers taught by lecturing rather than understanding the content; 4) Students lacked of responsibility; 5) Using IT teaching materials in teaching management was difficult; and 6) Teachers could not measure and assessed the learning outcomes based on actual conditions. Guidelines for developing learning management in the 21st century were found out that; 1) Administrators and teachers agreed that consensus on education could be developed the whole system; 2) Administrators, teachers, and students could understand and participate in the plan; 3) Teachers could develop their own teaching media; and 4) Teachers' measurement and evaluation were useful and appropriate.
