ความสัมพันธ์ระหว่างการเป็นองค์การแห่งการเรียนรู้กับประสิทธิผลของ โรงเรียนสังกัดเทศบาลเมืองนครพนม

บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาความสัมพันธ์ระหว่างการเป็นองค์การแห่งการเรียนรู้กับ ประสิทธิผลของโรงเรียน สังกัดเทศบาลเมืองนครพนม และเปรียบเทียบตามสถานภาพ และขนาดของโรงเรียน ตลอดจนหาแนวทางพัฒนาองค์การแห่งการเรียนรู้และแนวทางยกระดับประสิทธิผลของโรงเรียนสังกัดเทศบาล เมืองนครพนม กลุ่มตัวอย่างที่ใช้ในการวิจัย จำนวน 110 คน ประกอบด้วย ผู้บริหารโรงเรียน จำนวน 30 คน และครูผู้สอน จำนวน 80 คน ซึ่งได้มาโดยวิธีการสุ่มแบบแบ่งชั้น เครื่องมือที่ใช้ในการรวบรวมข้อมูลเป็น แบบสอบถามชนิดมาตราส่วนประมาณค่าที่ผู้วิจัยสร้างขึ้น ประกอบด้วย ด้านการเป็นองค์การแห่งการเรียนรู้ของ โรงเรียนมีค่าอำนาจจำแนกอยู่ระหว่าง .47 – .92 และด้านประสิทธิผลของโรงเรียน มีค่าอำนาจจำแนกอยู่ระหว่าง .39 – .91 มีค่าความเชื่อมั่นทั้งฉบับ เท่ากับ .87 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วน เบี่ยงเบนมาตรฐาน การทดสอบค่าที การทดสอบค่าเอฟ และสัมประสิทธิ์สหสัมพันธ์อย่างง่ายของเพียร์สัน
ผลการวิจัย พบว่า 1) การเป็นองค์การแห่งการเรียนรู้ของโรงเรียน สังกัดเทศบาลเมืองนครพนมโดยรวม และรายด้านอยู่ในระดับมาก 2) ประสิทธิผลของโรงเรียน สังกัดเทศบาลเมืองนครพนมโดยรวมและรายด้านอยู่ใน ระดับมาก 3) การเป็นองค์การแห่งการเรียนรู้ของโรงเรียน สังกัดเทศบาลเมืองนครพนม ตามความคิดเห็นของ ผู้บริหารโรงเรียน และครูผู้สอน โดยรวมไม่แตกต่างกัน เมื่อพิจารณาเป็นรายด้าน พบว่า ผู้บริหารโรงเรียนและ ครูผู้สอน มีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ในด้านการคิดอย่างเป็นระบบ โดย ผู้บริหารโรงเรียนมีความคิดเห็นสูงกว่าครูผู้สอน ส่วนด้านอื่น ๆ มีความคิดเห็นไม่แตกต่างกัน 4) การเป็นองค์การ แห่งการเรียนรู้ของโรงเรียน สังกัดเทศบาลเมืองนครพนม ตามความคิดเห็นของผู้บริหารโรงเรียน และครูผู้สอนที่ปฏิบัติงานในโรงเรียนที่มีขนาดต่างกัน โดยรวมและรายด้านไม่แตกต่างกัน 5) ประสิทธิผลของโรงเรียน สังกัด เทศบาลเมืองนครพนม ตามความคิดเห็นของผู้บริหารโรงเรียน และครูผู้สอน โดยรวมและรายด้านไม่แตกต่างกัน 6) ประสิทธิผลของโรงเรียน สังกัดเทศบาลเมืองนครพนม ตามความคิดเห็นของผู้บริหารโรงเรียน และครูผู้สอนที่ ปฏิบัติงานในโรงเรียนที่มีขนาดต่างกัน โดยรวมไม่แตกต่างกัน เมื่อพิจารณาเป็นรายด้าน มีความแตกต่างกันอย่างมี นัยสำคัญทางสถิติที่ระดับ .01 ในด้านงานวิชาการ และด้านงานกิจการนักเรียน ส่วนด้านอื่นๆ ไม่แตกต่างกัน 7) การเป็นองค์การแห่งการเรียนรู้กับประสิทธิผลของโรงเรียน สังกัดเทศบาลเมืองนครพนม โดยภาพรวมมี ความสัมพันธ์กันในทางบวกอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 8) การเป็นองค์การแห่งการเรียนรู้ของโรงเรียน ด้านที่ต้องพัฒนาประกอบด้วย ด้านทักษะส่วนบุคคล ด้านแบบแผนทางความคิด และด้านวิสัยทัศน์ร่วม ส่วน ประสิทธิผลของโรงเรียนด้านที่ต้องยกระดับประกอบด้วย ด้านงานธุรการ การเงินและพัสดุ ด้านงานบุคลากร ด้าน งานอาคารสถานที่ และด้านความสัมพันธ์กับชุมชน ซึ่งผู้วิจัยได้เสนอแนวทางพัฒนาไว้แล้ว
Abstract
This research was intended to study the relationship between learning organization and effectiveness of schools under Mueang Nakhon Phanom Municipality by comparing the status and school sizes, and find the ways to develop learning organization and effectiveness of schools under Mueang Nakhon Phanom Municipality. The samples used in this study consisted of 110 people included 30 school administrators and 80 teachers derived from Stratified Random Sampling. The tool used in data collection was a rating-scale of questionnaire for learning organization and effectiveness of schools with the discrimination between .47 - .92 and between .39 - .91 respectively, and the reliability of .87. The statistics employed in data analysis included percentage, mean, standard deviation, t-test, F-test and Pearson’s simple correlation coefficient.
The results of this research were as follows: 1) The learning organization of schools under Mueang Nakhon Phanom Municipality in overall and individual aspects were at the high level. 2) The effectiveness of schools under Mueang Nakhon Phanom Municipality in overall and individual aspects were at the high level. 3) The learning organization of schools under Mueang Nakhon Phanom Municipality in the opinions of school administrators and teachers in overall aspects were not different. Considering in individual aspects, it was found that school administrators and teachers had the different opinions at .05 level of significance. The school administrators had higher opinions than those of the teachers in systematic thinking. The other aspects were not different.4) The learning organization of schools under Mueang Nakhon Phanom Municipality in the opinions of school administrators and teachers who worked in different sized schools in overall and individual aspects were not different. 5) The effectiveness of schools under Mueang Nakhon Phanom Municipality in the opinions of school administrators and teachers in overall and individual aspects were not different. 6) The effectiveness of schools under Mueang Nakhon Phanom Municipality in the opinions of school administrators and teachers who worked in different sized schools in overall aspects were not different. Considering in individual aspects, it was found that there were significantly different at .01 level in the aspects of academic and student activities. The other aspects were not different. 7) The relationship between learning organization and effectiveness of schools under Mueang Nakhon Phanom Municipality had a positive correlation at .01 level of significance. 8) The researcher proposed the ways to develop learning organization of schools in the aspects of personal skills, thought patterns and shared vision. In addition, the effectiveness of schools for enhancing should be the aspects of administrative tasks, finance and ware affair, personal affair, building and environment affair, locality and community relationship.
