The Importance of Information System Manuals: Lessons from Organizations Lacking Documentation

Abstract

Information systems are critical components of organizational management in the digital era, yet many agencies lack clear user manuals. This deficiency undermines operational efficiency, particularly in training duration, data entry, service continuity, and information security. This study analyzes the impacts of missing user manuals through government case examples. Without documentation, new-staff training time increased from three days to two weeks, while training and technical support costs rose by 30%. Furthermore, service downtime averaged five hours per incident, and data-entry error rates reached 15–18%. Redundant workflows also emerged, such as nonstandard file naming and delayed report consolidation. Based on these findings, this research proposes guidelines for developing effective information system user manuals. Manuals should define clear objectives and target audiences, document real-world workflows, and organize content by key system functions. Multimedia elements—including text, screenshots, flowcharts, and videos—should illustrate step-by-step procedures. Additionally, essential field checklists and case studies are recommended to enhance accuracy. Version control and user-feedback mechanisms are also vital to ensure continuous review and updates. Implementing these practices demonstrated significant benefits: training durations fell to three–five days, error rates dropped below 3%, and technical support workload and service downtime both decreased by 60%. Standardized workflows improved organizational consistency, data quality increased, and information security was strengthened. The study concludes that developing efficient information system user manuals is essential for the success of IT projects in both public and private sector organizations in the future.
