การประเมินโครงการโรงเรียนส่งเสริมสุขภาพระดับเพชรในโรงเรียนเทศบาล 4 (รัตนโกสินทร์ 200 ปี) จังหวัดนครพนม

บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1.ประเมินความเหมาะสมหรือเพียงพอและคุณค่าด้านปัจจัยนำเข้า ด้านกระบวนการ ด้านผลผลิต และด้านผลกระทบของการดำเนินงานโครงการโรงเรียนส่งเสริมสุขภาพระดับ เพชรในโรงเรียนเทศบาล 4 (รัตนโกสินทร์ 200 ปี) จังหวัดนครพนม 2. เพื่อเสนอแนวทางพัฒนาคุณภาพการ ดำเนินงานโครงการโรงเรียนส่งเสริมสุขภาพระดับเพชร ในโรงเรียนเทศบาล 4 (รัตนโกสินทร์ 200 ปี) จังหวัด นครพนม กลุ่มตัวอย่างที่ใช้ในการวิจัยได้แก่ บุคลากรในโรงเรียน คณะกรรมการสถานศึกษา เจ้าหน้าที่ สาธารณสุข ผู้ปกครองนักเรียนและนักเรียนชั้นประถมศึกษาปีที่ 5-6 ปีการศึกษา 2553 โรงเรียนเทศบาล 4 (รัตนโกสินทร์ 200 ปี) จังหวัดนครพนมจำนวน 203 คนซึ่งได้มาด้วยวิธีสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ใน การเก็บรวบรวมข้อมูลมี 3 ชนิดคือ แบบสอบถาม แบบสังเกต และแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัย พบว่า 1. ผลการประเมินโครงการโรงเรียนส่งเสริมสุขภาพระดับเพชร โรงเรียนเทศบาล 4 (รัตนโกสินทร์ 200 ปี) จังหวัดนครพนมโดยรวมมีความเหมาะสม เมื่อพิจารณาเป็นรายด้านพบว่า มีความ เหมาะสมทุกด้าน เรียงตามลำดับคือ ด้านกระบวนการดำเนินงาน ด้านผลกระทบของการดำเนินงาน ด้านผลผลิต ของการดำเนินงาน และด้านปัจจัยนำเข้า ผลการประเมินด้านปัจจัยนำเข้าพบว่า มีความเหมาะสมทุกด้าน เรียง ตามลำดับคือ ด้านบุคลากร ด้านนโยบายของโรงเรียน ด้านการบริหารจัดการ ด้านวัสดุอุปกรณ์ และด้าน งบประมาณ ด้านกระบวนการดำเนินงานพบว่า มีความเหมาะสมทุกด้าน เรียงตามลำดับคือ การดำเนินงาน โรงเรียนส่งเสริมสุขภาพ และการดำเนินงานสุขภาพของนักเรียนแกนนำ ด้านผลผลิตของการดำเนินงานพบว่า มี ความเหมาะสมทุกด้าน เรียงตามลำดับคือ โครงการแก้ไขปัญหาในโรงเรียน ภาวะสุขภาพของนักเรียน และงาน ตามนโยบายของกระทรวงศึกษาธิการ ด้านผลกระทบของการดำเนินงานพบว่า มีความเหมาะสมทุกข้อ เรียง ตามลำดับคือ ผลการดำเนินงานโครงการมีประโยชน์ สมควรดำเนินโครงการต่อไป มีอุบัติเหตุในโรงเรียนหรือ ชุมชนน้อยลง ผู้ปกครอง/ชุมชนทราบผลการดำเนินการและให้การสนับสนุนกิจกรรมส่งเสริมสุขภาพของโรงเรียน และสุขภาพอนามัยของบุคลากรในโรงเรียนดีขึ้น ความพึงพอใจต่อการดำเนินงานโครงการโรงเรียนส่งเสริมสุขภาพ ระดับเพชร พบว่า ผู้ปกครองและนักเรียนร้อยละ 97.22 มีความพึงพอใจต่อการดำเนินงานโครงการ ผลการสังเกต การดำเนินงานสุขภาพของนักเรียนพบว่า นักเรียนร้อยละ 97.22 จัดตั้งชมรมเด็กไทยทำได้ 2. โครงการโรงเรียนส่งเสริมสุขภาพระดับเพชร โรงเรียนเทศบาล 4 (รัตนโกสินทร์ 200 ปี) จังหวัดนครพนม ไม่มีด้านที่ต้องหาแนวทาง พัฒนาเพราะทุกด้านมีความเหมาะสม
Abstract
The objectives of this study were: (1) to assess appropriateness or sufficiency and value concerning input, process, output and impact of doing a school project on promoting health at diamond level in Municipality School 4 (the Rattanakosin Bicentennial), Changwat Nakhon Phanom, (2) to propose a way to develop quality of doing a school project on promoting health at diamond level in Municipality School 4 (the Rattanakosin Bicentennial), Changwat Nakhon Phanom. A sample selected by multi-stage random sampling for this study was school personnel, school committee members, public health officers, parents (guardians), and grades five-to-six primary students enrolled in academic year 2010 at Municipality School 4 (the Rattanakosin Bicentennial), Changwat Nakhon Phanom, totaling 203 people in all. A questionnaire, an observation form, and an interview guide were used as tools for collecting data. Statistics used to analyze data were percentage, mean, and standard deviation.
The findings revealed as follows:
1. The result of assessing a school project as a whole on promoting health at diamond level in Municipality School 4 (the Rattanakosin Bicentennial), Changwat Nakhon Phanom was found appropriate. As each aspect was considered, all of them were found appropriate as arranged from higher to lower means respectively, namely process, impact, output, and input. The results of assessing input were found appropriate in every aspect as arranged from higher to lower means respectively, namely personnel, school policy, management, materials, and budget. The results of assessing process were found appropriate in every aspect as arranged from higher to lower means respectively, namely operating a health promoting school, and operating health work of leader of the students. The results of assessing output were found appropriate in every aspect as arranged from higher to lower means respectively: namely project on solving a school problem, state of students’ health, and work based on the policy of the Ministry of Education. The results of assessing impact were found appropriate for every item as arranged from higher to lower means respectively: namely the result of the project was found beneficial and the project deserved its continuation; accidents in the school or community were decreased; the parents/community were informed of the operating results and they supported the school health promoting activities;and health among school personnel was found better. The satisfaction of parents (guardians) with doing a school project on promoting health at diamond level showed that 87.57 % were satisfied with the project. The result of observing students’ health operation showed that 87.50 % of them did things concerning health.
2. The school project on promoting health at Municipality School 4 (the Rattanakosin Bicentennial), Changwat Nakhon Phanom has no aspect to find a way to develop, because all the aspects are already appropriate.
