การดำเนินงานการเสริมสร้างธรรมาภิบาลในท้องถิ่นของสภาพัฒนาการเมือง

          บทความนี้เป็นผลจากการดำเนินโครงการเสริมสร้างธรรมาภิบาลในท้องถิ่น ของคณะกรรมการธรรมาภิบาลทางการเมืองและการบริหาร สภาพัฒนาการเมือง สืบเนื่องจากปัญหาการบริหารจัดการภาครัฐ อาทิ การทุจริตประพฤติมิชอบ การทุจริตการเลือกตั้งหรือเพื่อเข้าสู่ตำแหน่ง ระบบอุปถัมภ์ที่ไร้จิตสำนึกความรับผิดชอบ ส่งผลให้ประเทศไทยประสบปัญหาเศรษฐกิจ สังคม การเมือง และสิ่งแวดล้อม จึงจำเป็นอย่างยิ่งที่จะต้องแก้ไขปัญหาที่เกิดขึ้นโดยหลักธรรมาภิบาล คณะกรรมการฯ จึงจัดทำและดำเนินโครงการเสริมสร้างธรรมาภิบาลในท้องถิ่นขึ้นโดยคัดเลือกพื้นที่ดำเนินงานนำร่อง 7 ตำบล จัดกิจกรรมเสริมสร้างความรู้ความเข้าใจเกี่ยวกับหลักธรรมาภิบาล และให้ท้องถิ่นนำหลักธรรมาภิบาลไปแก้ไขปัญหาที่เกิดขึ้นในท้องถิ่นให้เป็นรูปธรรม พร้อมสนับสนุนงบประมาณเพื่อดำเนินการ ผลการดำเนินงานพบว่า มีการเปลี่ยนแปลงด้านการมีส่วนร่วมจากหลายภาคส่วนในพื้นที่มากขึ้น เพื่อร่วมแก้ไขปัญหา ลดความขัดแย้งจากการแตกแยกทางความคิด เป็นการร่วมคิดร่วมปฏิบัติ ทำให้เกิดการพึ่งพาตนเองในการแก้ไขปัญหาของชุมชนโดยไม่ต้องรอความช่วยเหลือจากภาครัฐอย่างเดียว ทำให้ประชาชนมีจิตสาธารณะและรับผิดชอบต่อสังคมมากขึ้น จากการร่วมกันแก้ไขปัญหาท้องถิ่นของตนเอง เกิดการแลกเปลี่ยนเรียนรู้และมีข้อคิดเห็นและข้อเสนอแนะ ดังนี้ ควรมีการขยายผลการจัดกิจกรรมโครงการ การประสานงานกับกระทรวงมหาดไทย การประสานความร่วมมือกับคณะกรรมการธรรมาภิบาลจังหวัด และกระทรวงศึกษาธิการจัดหลักสูตรการเรียนการสอนเพื่อปลูกฝังธรรมาภิบาลแก่เยาวชนซึ่งเป็นอนาคตของขาติ

Abstract

          This article presented the result of the good governance encouragement and strengthening in local government project by the Committee of Political Governance and Administration, Political Development Council. Due to many problems relating to government management sector, such as corruption, misconduct, election fraud, patronizing system without conscious responsibility, Thailand was therefore facing problems in many aspects, namely in economics, social, political and environment, which needed be addressed to with good governance. Thus the committee had established the good governance encouragement and strengthening in local government project. In this, 7 sub-districts were selected as a pilot area. Activities to encourage and enhance the understanding of good governance were held and local government were given the task, as well as financial support, of tackling problems in their areas with good governance principles. The operation result found that there were more participation from various sectors in order to solve the problems and conflicts of opinions. As a result, the communities were more self-reliant in solving local conflicts without having to wait solely for the government’s assistance. From this, community members had more public mind and responsibility to the society from participating in solving their local conflicts, which also stimulated knowledge seeking and idea sharing among the locals. Hence this project should be expanded and collaborated with the Ministry of Interior, the Board of Provincial Good Governance and the Ministry of Education to add the good governance principles in the curriculum to cultivate the youth for the future of the nation.
