การสืบสวนอุบัติเหตุการจราจรเชิงลึก: กรณีศึกษาภาคตะวันออกเฉียงเหนือตอนบนของประเทศไทย

Abstract

บทความนี้ได้นำเสนอผลงานการศึกษาวิจัย ภายใต้ “โครงการประยุกต์ใช้ตัวแบบหน่วยสืบสวนอุบัติเหตุจากการจราจรและขนส่งพื้นที่ศึกษา: ภาคตะวันออกเฉียงเหนือตอนบน” โดยศูนย์วิจัยและพัฒนาโครงสร้างมูลฐานอย่างยั่งยืน มหาวิทยาลัยขอนแก่น ส่วนที่ได้ดำเนินการประกอบไปด้วย เครื่องมือ/อุปกรณ์ช่วยในการตรวจสอบ ณ จุดเกิดเหตุ และตรวจสภาพรถ แบบฟอร์มเก็บข้อมูล การประสานงานระหว่างหน่วยงานที่เกี่ยวข้อง เครื่องมือช่วยในการวิเคราะห์ (โปรแกรม ED-CRASH) และเพิ่มจำนวนกรณีอุบัติเหตุที่เกิดขึ้น มีเป้าหมายเพื่อเป็นต้นแบบของการสืบสวนหาสาเหตุของการเกิดอุบัติเหตุที่แท้จริงในเชิงลึก ซึ่งสามารถนำไปประยุกต์ใช้กับหน่วยงานทางภาครัฐ และเอกชนที่ทำงานเกี่ยวกับความปลอดภัยทางถนนได้ และจากการศึกษาทำให้ทราบถึงองค์ประกอบของการเกิดอุบัติเหตุ ซึ่งมีปัจจัย 3 ส่วนคือ คน ยานพาหนะ และถนน/สิ่งแวดล้อม เพื่อบรรลุวัตถุประสงค์ เสนอแนะให้ทางภาครัฐ ออกมาตรการ นโยบาย กฎหมาย เพื่อใช้แก้ไขปัญหาอุบัติเหตุทางถนนได้อย่างตรงจุดและชัดเจน

In-Depth Traffic Accident Investigation: The Upper Part of Northeastern Region of Thailand

This research study under project “The Application of Road Traffic-Accident Investigation Unit Model: A Case Study of Upper Northeast, Thailand” undertaken by Sustainable Infrastructure Research and Development Center (SIRDC) Khon Kaen University consists of field procedure development, instrument in accident investigation, vehicle check up, coordinate between institution, program for analyzing: (ED-CRASH), and the increase in number of accident. This study is a pattern or model for investigating the real cause of accident which can apply in both government and private sector. There are three factors, which are human, vehicle, and environment that caused the accident. To reach the purpose of this study, the government and private sector should lay down measures, policy, laws, or regulations in order to solve the problem of road accident directly and clearly.
