การสำรวจตลิ่งแม่น้ำโขงและความพึงพอใจต่อเขื่อนป้องกันตลิ่งและเขื่อนกั้นแม่น้ำโขง

ในปัจจุบันมีการก่อสร้างเขื่อนกั้นแม่น้ำเพื่อผลิตกระแสไฟฟ้าในแม่น้ำโขงเป็นจำนวนมาก ทำให้ระดับน้ำในแม่น้ำโขงเกิดการผันผวนมากสุดในรอบ 10 ปี ซึ่งส่งผลกระทบต่อสภาพตลิ่งและวิถีชีวิตของชาวบ้านในพื้นที่ริมแม่น้ำโขงในประเทศไทย การศึกษานี้จึงมีวัตถุประสงค์เพื่อทำการสำรวจลักษณะทางกายภาพและความพึงพอใจของประชาชนริมแม่น้ำโขงต่อเขื่อนป้องกันตลิ่งและผลกระทบจากเขื่อนกั้นแม่น้ำโขง โดยใช้เครื่องรับพิกัดทางดาวเทียมประกอบกับภาพถ่ายทางดาวเทียม เพื่อระบุตำแหน่งที่มีการพิบัติของตลิ่ง บริเวณที่มีและไม่มีเขื่อนป้องกันตลิ่ง ทำให้ทราบถึงความก้าวหน้าของการสร้างเขื่อนป้องกันตลิ่ง จากการสำรวจพบว่าความยาวตลิ่งรวมทั้งหมด 958 กิโลเมตร มีการสร้างเขื่อนป้องกันตลิ่ง 430.38 กิโลเมตร คิดเป็นร้อยละ 45 ของความยาวตลิ่งทั้งหมด มีการพิบัติของเขื่อนป้องกันตลิ่ง 3 พื้นที่ พื้นที่ที่เสียหายมากที่สุดมีความยาว 320 เมตร ใน อ.เวียงแก่น จ.เชียงราย และมีการพิบัติของตลิ่งในบริเวณที่ยังไม่มีการสร้างเขื่อนป้องกันตลิ่ง 1 พื้นที่ มีระยะการพังทลายมากที่สุด 1.4 กิโลเมตร ใน อ.บ้านแพง จ.นครพนม และผลการสำรวจความพึงพอใจด้วยแบบสอบถามจำนวน 300 ชุด พบว่า ร้อยละ 61 ประกอบอาชีพเกษตรกรรมและการประมง ประมาณร้อยละ 70 อาศัยอยู่ในพื้นที่มากว่า 10 ปี และประชาชนกว่าร้อยละ 80 มีความพึงพอใจในระดับมากที่สุดต่อเขื่อนป้องกันตลิ่ง แต่เขื่อนที่กั้นแม่น้ำโขงส่งผลกระทบในด้านลบต่อวิถีชีวิตของชาวบ้านทำให้กว่าร้อยละ 80 ไม่พึงพอใจในระดับมาก ประโยชน์ที่ได้รับจากการสร้างเขื่อนป้องกันตลิ่งนอกจากการป้องกันการสูญเสียแผ่นดินจากการพังทลายของตลิ่งที่เกิดจากการกัดเซาะของน้ำแล้วยังทำให้ประชาชนในพื้นที่มีความมั่นใจในความปลอดภัยต่อการพักอาศัยริมตลิ่งแม่น้ำโขงและทำให้ราคาที่ดินมีมูลค่าสูงขึ้นด้วย
