The research methodology was divided into two steps: Step 1; to develop of model, draft, and examine the model using focus group discussions involving 11 people selected by purposive sampling.</p> <p>The research instrument used for the data collection were record forms. The data were analyzed by using content analysis. Step 2; to evaluate propriety, feasibility and utility of applying the cooperative networking management model for student behavior promotion of schools under the Office of the Basic Education Commission. The sample consisted of 369 people including director of promotion group, school administrators, and teachers. The size was determined using the table of Krejcie & Morgan and selected using multi stage random sampling. The used research instrument for collecting the data was a five-rating scale assessment form with the reliability at 0.89. The data were analyzed by mean and standard deviation.</p> <p>The results were found that 1) The cooperative networking management model for student behavior promotion of schools under the Office of the Basic Education Commission consisted of four parts as follows:  Part 1: The introduction part that consisted of the principles, objectives, and concepts development. Part 2:</p> <p>The model’s components which consisted of three sub-networks as the educational service area level, the district level, and school level. Part 3: Guidelines for using this model and Part 4: Conditions for achievement.
