This study aims to develop online physical education courses, explore the effectiveness of blended (online + offline) teaching in enhancing high school students' physical competency, and propose instructional guidelines. Methods: A quasi-experimental design was adopted, with 100 senior three students divided into an online-only group (n=50) and a blended group (n=50). The intervention lasted 4 weeks. Data were collected via physical fitness tests, questionnaires, and interviews, and analyzed using SPSS 26.0 (independent t-tests, paired t-tests, Cronbach's α). Results: The blended group showed significantly greater improvement in physical competency (average 35.27% vs. 18.56% in the online-only group), with significant differences in 50-meter running (44.28% vs. 9.82%), 1-minute sit-ups (64.02% vs. 33.39%), and other indicators (p < 0.001). Students and teachers had high recognition of the blended mode. Conclusion: Blended physical education teaching is more effective in enhancing high school students' physical competency than online-only teaching. The proposed instructional guidelines provide practical references for teaching practice.
